International Journal on Responsibility

This special issue of the International Journal on Responsibility (IJR) advances scholarship on the various ways responsibility infuses the roles of criminal justice agents. As the inaugural issue of my tenure as Editor-in-Chief, Volume 6 deepens our understanding of responsibility in the context of the criminal justice system, thereby fulfilling IJR’s aim and scope. Specifically, the articles highlight issues of responsibility within each component of the criminal justice system: police, courts, and corrections.

While Northern Ireland is still recovering from the violent legacy of the 30-year Troubles during a global COVID-19 pandemic, people still experience violence daily. Economic and political inequalities heighten intergroup tensions and insecurity contributing to the promotion of destructive stories. Brexit has escalated the culture wars between the Protestant Unionist Loyalist and Catholic Nationalist Republican communities as Loyalist youth and paramilitary groups protest on Belfast’s streets. Through 120 semi-structured interviews, we explore the experiences and understandings of Civil Society Organization (CSO) peacebuilding and reconciliation workers that liaison with ex-combatants and youth in Derry and the Border area of Northern Ireland. …

A safe work environment, mutual respect, freedom from discrimination, harassment, violence, gender inequality, discrimination of women is highly coveted in the Indonesian work environment. In State-Owned Enterprises there are still issues of harassment, gender inequality, violence, and women's opportunities to become leaders in the workplace. In 2021, the number of women leaders in workplace is still below 10%. The Ministry of State-Owned Enterprises is aiming to increase the representation of women in the Board of Commissions or Executives, and one level below the Board of Executives by 25% in 2023.

It is now a maxim among scholars and policy-makers alike that disaster preparedness needs to involve community-based approaches in order to be effective. These include preparedness strategies in the household. But how do disaster preparedness policies and public discourses define “the household” in the first place? In this article, we explore how particular gendered notions of the household are reproduced in disaster preparedness policies and activities in Japan and the UK. Drawing on historical and cross-cultural analyses, we suggest that household preparedness efforts place the burden of labor on people coded as women—a phenomenon we call “the feminization of preparedness.” …

In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

Making Livable Worlds: Afro-Puerto Rican Women Building Environmental Justice, by Hilda Lloréns, highlights Black Puerto Rican women’s efforts to create equitable futures for their communities in the face of capitalism, racism, colonization, and ecological collapse. This review covers key concepts in Making Livable Worlds, including matriarchal dispossession, decolonizing ethnography, the myth of a homogenous Puerto Rico, and myths of inherent economic self-interest. Analyses of these concepts through an absence lens are suggested to enrich formal and informal feminist learning spaces.

The destination and source countries for commercial surrogacy match world patterns of inequality. India, Nepal, Thailand, Mexico, and Cambodia banned commercial surrogacy, moving the market to other less-developed countries in South Africa and South America. India had a commercial surrogacy boom until exploitative factors led to the passage of the Surrogacy (Regulation) Bill in 2019, which banned the practice. This paper examines surrogacy's monetary, health, and emotional effects on 45 surrogate mothers in Gujarat State, India. This article explores the difficulties faced by children living in Sri Lanka’s tea plantation areas. Data from 150 children reveal high rates of poverty, violence, and school dropout. Children in tea plantation schools report bullying and stigma from teachers and students. Many children do not envision completing school due to inadequate resources, family income pressures, and the need to work. Children who drop out of school face abusive labor conditions and poor pay. Over 30% of all children report experiencing sexual abuse, often in their own homes. Those working face discrimination, physical abuse, and wage theft. Initiatives are needed to …

This research, using interviews with probation officers in the United States (n = 151) and a constant comparative method for analysis, draws from the focal concerns framework to qualitatively model a process by which probation officers use a defendant’s remorse to attribute focal concerns in order to guide their sentencing recommendations in pre-sentencing reports. The model suggests that officers use expressions of remorse to make attributions about mitigated criminal intention (blameworthiness and notions of responsibility), reduced dangerousness and a high potential for reform (community protection), and organization-level effects for increasing caseload efficiency and using correctional resources (practical effects of …

Prison data collection is a labyrinthine infrastructure. This article engages with debates around the political potentials and limitations of transparency as a form of “accountability,” specifically as it relates to carceral management and data gathering. We examine the use of OASys, a widely used risk assessment tool in the British prison system, in order to demonstrate how transparency operates as a means of legitimating prison data collection and ensuing penal management. In Complex Adaptive Systems in a Contentious World I showed how viewing social systems as Complex Adaptive Systems exposes the systemic mechanisms that underpin their resilience and sustainability. In this article I show the utility of that approach for elucidating the role of art and artists in the evolution of resilient social movements. This article identifies an expression of a social model of disability in a 1966 film promoting Hofstra University’s Program for the Higher Education of the Handicapped and traces that model back to books published by the pioneering rehabilitation physician Henry H. Kessler in 1935 and 1947, decades before the UPIAS (Union of the Physically Impaired against Segregation) Fundamental Principles of Disability (1976). Through a state grant-funded multicultural needs assessment, researchers from a U.S. southeastern state university captured the voices of underserved populations related to their unmet needs and recovery journey from the non-medical use of opioids and other substances. Specific voices of African Americans, Latinx, mature adults, veterans, people who are homeless, college students, and individuals within the lesbian, gay, bisexual, trans, and queer (LGBTQ+) communities were captured utilizing design thinking protocol in focus groups. Participants recommended that providers be culturally responsive in disseminating information and providing affirming care. Policing and moral panics exist in a mutually reinforcing, reciprocal relationship, the harmful outcomes of which are disproportionately directed towards poor communities of colour. This paper will draw on two examples of moral panics: those surrounding Islamic terrorism and Black crime, in order to illustrate the harm that this reinforcing relationship can cause. This harm manifests itself in increasingly restrictive antiterrorism laws, Prevent initiatives, racial profiling, and internal surveillance within the Muslim community; as well as the policies of Joint Enterprise, Knife Crime Prevention Orders (KCPOs), and the strengthening of the school-to-prison pipeline, which disproportionally target Black youth. We review the antiracism concept and contextualize it in Extension public policy education and the Extension system itself. Despite public policy education having a long history in Extension on a wide variety of issues, missing from this programming is the pursuit of antiracism. As a programmatic example, we review some historical causes of present-day housing inequities and an associated example approach for pursuing antiracism in housing policy education. Finally, we conclude by noting additional opportunities to pursue antiracism in Extension public policy education. In doing so, we emphasize that public policy education cannot be “nonracist” if it is not antiracist.
