The last phrase of the Pledge of Allegiance states “with liberty and justice for all”. However, not everyone has access to this liberty and justice. Liberty and justice can be bought in this country for a price, and those who can’t afford to pay it are often left in the hands of those who can. The Trump Administration signed into law the Formerly Incarcerated Reenter Society Transformed Safely Transitioning Every Person Act or the First Step Act (FSA) on December 21, 2018. The bill is the product of several years of congressional debate regarding what might be done to reduce the overall size of the federal prison population while implementing mechanisms to maintain the safety of the public (James, 2019).
