A Vicious Cycle: How Racialised Moral Panics Simultaneously Reproduce (And Are Reproduced By) Repressive Policing Practices, Oscar D. Sharples

Policing and moral panics exist in a mutually reinforcing, reciprocal relationship, the harmful outcomes of which are disproportionately directed towards poor communities of colour. This paper will draw on two examples of moral panics: those surrounding Islamic terrorism and Black crime, in order to illustrate the harm that this reinforcing relationship can cause. This harm manifests itself in increasingly restrictive antiterrorism laws, Prevent initiatives, racial profiling, and internal surveillance within the Muslim community; as well as the policies of Joint Enterprise, Knife Crime Prevention Orders (KCPOs), and the strengthening of the school-to-prison pipeline, which disproportionally target Black youth. In this article, the author examines the tenets of the Defund the Police movement and applies them to the American military to make the argument that not only should the police be defunded, but so should the American military. The purpose of this piece is to push the conversation regarding policing beyond American borders to examine American influence internationally. The article incorporates various Critical Race Theories to explore the intersection of policing and the military. Polarizing rhetoric, racist violence, and racial inequality continue to cast a dark shadow over democracy and threaten to further divide our communities. How our country moves forward in this time is under consideration by practitioners, scholars, and everyday people alike. This article begins by reviewing the Dialogue to Change approach Everyday Democracy has developed to expand opportunities for the people of our country to grapple with racism together, across racial backgrounds, and then work with each other and public officials to create positive, equitable change at local, state, and national levels.
