Jails across the United States were struck with increased infections and deaths during the COVID-19 pandemic. Studies have shown the structural make up of jails, lack of preparedness plans, and overcrowding contributed to health risks and poor health outcomes both inside jails and local communities. Yet little research has been dedicated to strengthening jail responses to infectious disease outbreaks spanning prevention measures, data collection, and reentry planning. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Immigration policy was a marquee issue in the US presidential administration of Donald Trump. Trump’s administration employed both policy and rhetoric related to immigrants to mobilize voters, alter immigration policies and practices, and sustain a narrative of a nation under attack by immigrants. Administration officials were able to undertake these approaches because of existing immigration law, but they did so in more explicitly punitive ways than in recent administrations. In New York City, all workers regardless of citizenship status are granted the same rights under New York State labor laws. But in the construction industry, undocumented immigrant workers who are reluctant to report violations are at risk of being exploited by their employers and often fall victim to wage theft. This thesis takes a critical look into charter schools in New York City. Through this thesis, I want to answer questions regarding who benefits from the current charter school model in NYC and why this current state of schooling is detrimental to marginalized children. As a former NYC public school student, I know first-hand that good intentions by white educators (and thus white systems) do not always result in beneficial outcomes for the most vulnerable.

This thesis focuses on the material and metaphysical aspects of the Hudson Yards, the largest private development in US History. With its roots in the administration of Michael Bloomberg, the site is representative of neoliberal ideology. It is also one in which cultural production is central. This is in terms of the rationalization and mythos of the building of the space itself and the dreamworlds created to obscure the mechanisms of extraction and accumulation that make such a complex possible. As aggressive cultural and legislative attacks on abortion rights and access continue, we call upon social workers to pursue the liberatory aims of the reproductive justice (RJ) movement. We argue that the RJ framework, rooted in feminist theory, aligns with social work’s social justice ethos and goals, appropriately guiding advocacy and intervention. After outlining the central aims and tenets of the RJ movement, we consider policies that impair RJ and those that could promote RJ, focusing on enhancing body sovereignty, childbearing, and parenting. We conclude with concrete recommendations for how social workers can pursue RJ professionally and personally.

Ely and Meyerson’s gendered organizations framework reconceptualizes traditional gender differences defined by biology and lack of structural opportunities, to a complex set of social relations in the workplace. We apply this framework to second-generation gender bias to further understand impediments to women’s career progression in the public sector workplace. In-depth interviews of state-level administrators in U.S. public sector agencies indicate that “narratives” perpetuate second-generation gender bias that is deeply ingrained in organizational practices and policies, especially for women and women of color. This framework can be applied to future studies examining the gendered nature of organizations in different workplace settings. …

It was my fourth year of teaching at a Brooklyn elementary school when the COVID-19 pandemic forced school buildings, and the entire city, to enter a world of lockdown and quarantine. New York City was an early epicenter of the 2020 coronavirus pandemic, and the virus quickly revealed severe racial and socioeconomic disparities across the city. A disproportionate number of cases, serious illnesses, and death has been experienced by low-income Black and Latinx communities. At the same time, 2020 also ushered in a national racial reckoning following the May murder of George Floyd.

Background – The practice of redlining involved the US government categorizing certain communities, often those inhabited by people of color, as too risky for private investment. Because of the resulting disinvestment, many of those neighborhoods deteriorated throughout the latter half of the 20^th Century. It also fostered conditions in redlined neighborhoods, such as high concentrations of poverty, joblessness, and racial segregation that the criminological theory of Social Disorganization identifies as correlates of violent crime.

Evaluating The 2019 New York State Bail Reform On Quality Of Life Offenses In New York City, Nodira Pirmukhamedova

Using the NYPD Complaint Data, this study compares the frequency of nine quality of life (QOL) misdemeanor complaints (n = 196,577) in New York City (NYC) before (n = 108,382) and after the 2019 NYS Bail Reform Act (n = 88,195), which eliminated cash bail for most misdemeanor crimes. The results show an overall decrease (18.6%) in nine QOL misdemeanor complaints in NYC after bail reform with a large effect (d = 1.317). The main limitation of this study is that it did not control for the impact of COVID-19 in 2020 on the criminal justice system’s shifting priorities. Another …

In 2018, the New School Working Group on Expanded Sanctuary collaboratively organized a series of workshops in New York to reflect on the question of sanctuary as a conceptual and practical starting point for cross-coalitional politics, including its tensions and risks. Many cities in the United States experienced increased gun violence during the COVID-19 pandemic of 2020 and 2021. Shootings in New York City grew sharply in 2020 and remained elevated in 2021, but the degree of increase may be in decline. This databit looks at the percent change in shootings citywide by quarter and shooting incidents across the NYC boroughs by quarter from 2007 to 2021.

This report explores one potential solution to the mounting home care labor shortage in New York State: substantially raising wages for the state's home care workers. The analysis presents detailed projections, based on the best available data, of the economic effects of such an intervention, estimating the costs and benefits that would result. We find that public funding to raise home care wages would require significant resources, but those costs would be surpassed by the resulting savings, tax revenues, and economic spillover effects. The net economic gain would total at least $3.7 billion. Lifting wages would also help fill nearly …

The recent U.S. Supreme Court ruling in Bostock v. Clayton County is a landmark piece of case law that offers fundamental rights to LGBT persons. The burden of child care in the wake of widespread K-12 school closures has disproportionately harmed women, communities of color, and lower income families -- a clear indicator that now is the time to adopt a federally-subsidized childcare system in local communities that goes beyond public schools. Current proposals must address regulatory and financial challenges to child care centers and home-based providers, allow for local government involvement and discretion, and maintain flexibility for parents with non-traditional work schedules.

Already burdened with more sickness and death during the pandemic than other New Yorkers, low-income tenants and tenants of color are particularly vulnerable to additional harassment by landlords who seek to take advantage of the city's health and financial crisis to force them out. Brooklyn residents Delene Ahye, Dexter Lendor and Sonny Singh tell stories of their landlord, landlord agents and building manager’s harassment, which began during the pandemic’s most dangerous spikes in New York City. These forms of harassment included intimidation, abusive construction, constant buyout offers and biometrics and surveillance technology.

Argentina’s new non-binary ID cards (DNI in Spanish) were highly celebrated when they were announced in July 2021 via a presidential decree. Government agencies had until November 18th to update systems and databases to include the new gender marker “X.” But that didn’t happen, so those with the non-binary DNI are unable to access essential services. The Argentine government cited the national 2012 Gender Identity Law, which guarantees a DNI that fully reflects a citizen’s gender identity, as the basis for the measure. Easily Overstated: Estimating The Relationship Between State Justice Policy Environments And Falling Rates Of Youth Confinement, Douglas N. Evans, Gina Moreno, Kevin T. Wolff, Jeffrey A. Butts

Researchers used state-level data on youth justice policies and practices to explore the association between state policy environments and recent changes in the use of residential placements for adjudicated youth (i.e., confinement). The study assigned a score to each of the 50 states based on the extent to which their youth justice policy environments could be considered "progressive" as opposed to punitive or regressive. Using data from the National Center for Juvenile Justice's compendium of justice system characteristics, "Juvenile Justice, Geography, Policy, Practice & Statistics" (JJGPS), the research team created an index that accounts for 16 policies that are more …
