On average, US citizens have experienced approximately 400,000 sexual assaults per year, which results in enormous immediate and long-term consequences for individuals, as well as society in general.

In the U.S., the principal method of combatting this crime has been the creation of Sex Offender Registries used to notify the public of the identity and location of convicted sex offenders who may be living in proximity to their residence. In addition to the Registry, laws have been passed forbidding convicted sex offenders from residing within buffer zones around areas of high child concentration [schools/parks/etc.].

The thesis investigates helicopter flight patterns, demographic correlations, and the potential for drones to provide a less invasive and more cost-effective aerial support system. Much like movies, research on why women offend had historically focused on men as their stellar. State responses to interpersonal violence in the US have long been focused on punishment and prison. While opposition to punitive responses to interpersonal violence has been marginal, there are small but growing efforts to challenge the primacy of punishment and incarceration. In its place, different non-punitive approaches to justice have been practiced and promoted including restorative justice and transformative justice, which see accountability, not punishment, as a primary goal. Adolescents who are involved with the juvenile justice system encounter setbacks, stigma, and other increased risk factors that negatively impact their future life outcomes. Schools, and in turn school psychologists, are in the unique position of being able to provide effective services for these adolescents. Previous research has identified many practices that schools can implement to improve the academic, social, and vocational prospects of adolescents entering their districts from a juvenile justice placement. This dissertation explores the longitudinal relationships between social mobilization, crime, and crime control. The dataset used to explore these relationships combine Uniform Crime Report (UCR) data on crimes known to the police and crime clearances by arrest with decennial census data and data on reported social mobilization events reported in the New York Times between 1964-1995. The data include information from all these sources for over 900 cities in the U.S. Analyses model violent and property crime counts, and well as clearance by arrest rates in the month after the social mobilization events. This study explores and describes the experiences of ten dual status youth in Taylor County, Texas by examining the factors of race, sex, child welfare allegation, and juvenile justice offense. A review of the literature suggests that this population has unique challenges in and outside the courtroom, including being at increased risk for disparate outcomes in later adolescence and adulthood. This analysis is often referred to as volatile memory analysis, and is generally performed on memory captures acquired from target systems. Despite the beneficial impacts of drug court participation, access to these programs may not be equitable across racial groups. The reasons behind racial disparities in access to these programs are not well-documented in the current literature. This study investigates disparities in access to drug court and the possible reasons they occur. Chi-square tests are used to assess for disparities in admissions between Black and White individuals referred to drug court. An Examination Of Differences In Race, Gender, And Age In Processing And Outcomes Within The U.S. Criminal Justice System, Teliyah Cobb

Demographic factors can influence criminal justice system outcomes. We examine legal system processing in 12 U.S. states from 1976-1991. Variables included: 1) race, age, and gender; 2) violent, sexual, and drug- and alcohol-related charges; 3) level of charge; 4) charges at arrest, trial, and final disposition; 5) time-lengths between each stage; 6) dismissal, plea bargaining, and conviction; and 7) final sentencing length. Significant differences in arrest, prosecution, plea bargaining, charge severity, and final sanctioning were observed dependent on race, gender, age, and the intersectionality of these characteristics. Implications for research policy to reduce the impact of disparities are discussed.

Despite the low rate of discretionary parole release in New York, much is still unknown about the processes underpinning parole decisions. The present paper delves into how aggravating and mitigating parole case characteristics (e.g. institutional behavior) relate to parole decisions and the perceived humanness of parole applicants. The paper also examines how construal level can moderate the above relationships. Finally, a moderated mediation model outlining the pattern of these relationships is posited and tested. 122 New York residents were recruited online and randomly assigned to read either an abstractly or concretely construed transcript for an interview with a parole applicant. …

Approximately 2.7 million children have a parent that is currently incarcerated in the United States. Despite the fact that these children are innocent, they face a myriad of negative consequences due to the separation from their parents. The negative effect of incarceration on children is known as punishment drift. Because the effects of incarceration tend to “drift” onto children, these individuals typically face psychological impacts (e.g., social anxiety and depression), economic impacts (e.g., poverty and food insecurity), and environmental impacts (e.g., foster care) from punishment drift. Reentry and prison arts programs provide an opportunity for rehabilitation that facilitates healthier emotion regulation (ER), relationship building, and self-esteem. To measure the effects of arts-based interventions on ER, formerly incarcerated people completed a questionnaire that included three different measures: the Cognitive Emotion Regulation Questionnaire Short-Form (CERQ-Short), the Emotion Regulation Strategies for Artistic Creative Activities (ERS-ACA), and the Self-expression and Emotion Regulation in Art Therapy Scale (SERATS). Results showed that there were significant differences between males and females on their scores on ER subscales, where women more often than men employed positive ER strategies. The study explores the occurrence of victimization while incarcerated in American jails and prisons. Consistent with the Routine Activity Approach – which explains that victimization occurs due to the convergence of a suitable target and a motivated offender in time and space, and the absence of a capable guardian, handler, and place manager –, this study investigates the applicability of the approach within the correctional setting, namely the influence of place management, access to informal guardians, and the victims’ perception of correctional officers’ capability on preventing victimization (the formal guardian). Using the NYPD Complaint Data, this study compares the frequency of nine quality of life (QOL) misdemeanor complaints (n = 196,577) in New York City (NYC) before (n = 108,382) and after the 2019 NYS Bail Reform Act (n = 88,195), which eliminated cash bail for most misdemeanor crimes. The results show an overall decrease (18.6%) in nine QOL misdemeanor complaints in NYC after bail reform with a large effect (d = 1.317). The main limitation of this study is that it did not control for the impact of COVID-19 in 2020 on the criminal justice system’s shifting priorities. Another …

In 2018, of 1.3 million Latinx adults in the United States facing concurrent issues with substance use disorders (SUD) and mental health disorders (MHD) 93% remained untreated for either diagnosis. This is concerning since Substance Abuse and Mental Health Services Administration (SAMHSA) data reveals that this population is at greater risk for suicidal thoughts, plans, and attempts. They also face structural barriers such as employment, housing, legal involvement, and insurability that further impede access to treatment.

I attempt to do this by taking a historical approach where Chicago's history of housing and police discrimination against its black communities is outlined. In doing this, I seek to show that many of the factors that are driving violence in the city's black neighborhoods - such as legal cynicism and concentrated inequalities - were created by this discriminatory past. Title IX is the nearly fifty year old piece of the Education Amendments that prohibits sexual discrimination in federally funded schools. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

Martin Luther King Jr in his famous letter from a Birmingham jail wrote that justice too long delayed is justice denied. King said so to highlight that justice for African-Americans had been delayed for far too long. (King, 1963) According to ancient Latin maxim, ‘to delay justice is injustice’ but in the land of pure, delayed justice is a new normal. Courts in Pakistan have a backlog of 1.9 million pending cases to be adjudicated. Some of these cases have been pending for three or four decades.

The American criminal justice system holds almost 2.3 million people in 1,719 state prisons, 102 federal prisons, 1,852 juvenile correctional facilities, 3,163 local jails, and 80 Indian Country jails as well as in military prisons, immigration detention facilities, civil commitment centers, state psychiatric hospitals, and prisons in the U.S. territories. The United States has the highest incarceration rate in the world.
