This article describes important recent developments in normative law and economics, and the difficulties they create for the project of efficiency-based legal reform. After long proceeding without a well articulated moral justification for using economic decision procedures to choose legal rules, scholars have lately begun to devote serious attention to developing a philosophically attractive definition of well-being. At the same time, the empirical side of law and economics is also being enriched with an improved understanding of the complexities of individuals' decision-making behavior. Welfare Reform: What About The Children?, Brenda J. Lohman, P. Lindsay Chase-Lansdale, Rebekah Levine Coley, Laura D. Pittman

Within a sample of 1,885 low-income children and their families, preschoolers and adolescents show patterns of cognitive achievement and problem behavior that should be of concern to policy-makers. The preschoolers and adolescents in our sample are more developmentally at risk compared to middleclass children in national samples. In addition, adolescents whose mothers were on welfare in 1999 have lower levels of cognitive achievement and higher levels of behavioral and emotional problems than do adolescents whose mothers had left welfare, or whose mothers had never been on welfare. Building Political Consensus And Distributing Resources: A Trade-Off Or A Compatible Choice?, Yi Feng, Theodora‐Ismene Gizelis

The article is divided into five sections. Section II reviews competing theories on the welfare state and income distribution by exploring the dynamics between income distribution and welfare transfers and incorporating the effects of demographic changes. Section III presents the article's theoretical argument. Section IV defines and describes the applied variables and the expected relations. Discussion and analysis of the results follow in Section VI. Finally, Section V suggests issues for future research.
