Housing serves as a source of identity and provides privacy, a sense of security, and stability to the occupant (Skobba, Osinubi, & Tinsley, 2020). However, there is not enough housing available to support low-income households who struggle to pay rent or are homeless (Luque, 2020). According to Skobba & Tinsley (2016) 43% of the people who do not live in the metro areas of the United States are living in the South and facing unique challenges. Within the existing economic development literature, there is a well-established linkage between the presence of skilled human capital and economic growth. A subset of this literature has focused on the role that a specific type of skilled human capital, known as the “creative class,†may play in facilitating regional economic development. This dissertation builds upon the existing creative class literature by examining the factors that have attracted the creative class to the state of South Carolina. On June 4, 2008, South Carolina Governor Mark Sanford signed the South Carolina Illegal Immigration Reform Act into law. According to the Act (Section 59-101-430), 'an alien unlawfully present in the United States is not eligible to attend a public institution of higher learning in [South Carolina]'. After the passage of this legislation, public colleges and universities in South Carolina were prohibited from enrolling (or reenrolling) undocumented immigrants as students, and are now required to verify the legal status of all students, through the federal e-verify system. The existing literature mainly focuses on the interrelationships among tourism stakeholders at sector level and the structure of the interorganizational networks in tourism industry. ABSTRACT Traditionally the relationship between residents and tourists in a community is superficial in nature (Ratz, 2000). Interactions between the parties are not only transitory, unequal and unbalanced, but they are also predicated on financial exchanges (Mason, 2006), and rooted in the dichotomy of 'self' versus 'other' (Wearing & Wearing, 2001).
Within the literature, calls for research have been made to examine a potential deeper emotional relationship between residents and tourists (McIntosh, 1998; Pizam, Uriely & Reichel, 2000; Prentice, Witt, & Wydenbach, 1994; Wearing & Wearing, 2001).
