This paper explains the nature and extent of distress in Indian agriculture by analytically separating the issues therein into two interrelated domains—the agricultural and the agrarian—the former being about production and the latter about distribution; the former about the farm and the latter about the farmer; the former about the inadequacies and inappropriateness of the agricultural developmental programmes, and the latter about the livelihood of the people involved in or dependent upon agrarian activities. In this broader thinking farmers’ suicides and indebtedness become symptoms of a larger malaise. Drawing on our understanding of farmers’ suicides, we show some interrelated demand-side …

Tripling, the assignment of a third resident to a room designed for two, is a common practice at many colleges and universities across the United States. Most of the research on tripling was conducted three or four decades ago, and research exploring how living in a triple affects the educational gains and satisfaction of college students is limited. The researchers compared the residential experience of residence hall residents who lived in standard double rooms to the experience of residents who lived in triples. This working paper presents findings from analyses of Russian nanotechnology outputs in publications and patents focusing on developments over the period 1990 through to 2012. The investigation draws on bibliometric datasets of scientific journal publications and patents and on available secondary English-language and Russian sources. The document provides both an overview and detailed analyses of nanotechnology research and innovation in Russia. The examination of publications highlights sectoral trends, leading authors and organizations, and acknowledgements to funding sources. The four fundamental principles and rights at work are intrinsic and with a pragmatic relevance that also find resonance in the Constitution of India through its Fundamental Rights and Directive Principles. Our interpretation through a Rawlsian prism also adds to our understanding of these four fundamental principles. An evaluation of the Indian context points out that more than 90 per cent of the workforce is informal workers and that the proportion of informal workers is also increasing in the organised sector. A Multivariate Analysis Of The Relationship Between Undergraduate Fraternity/Sorority Involvement And Academic Performance, Larry D. Long

This study explored the relationship between potential time commitments of fraternity and sorority members and academic performance. A secondary analysis of data collected using the Fraternity/Sorority Experience Survey revealed statistically significant relationships between cumulative grade point average and chapter involvement, engagement in academic activities, part-time work, and alcohol use. Chapter involvement, engagement in academic activities, and part-time work were positively associated with academic performance. Alcohol use was negatively related to academic performance. Implications for practice include establishing a culture of academic achievement in fraternal organizations, minimizing the use of alcohol, identifying and approaching academically at-risk members, and establishing initiatives to …

Fraternities and sororities promote the ideals of scholarship, leadership, service, and friendship. Little or no research, however, has demonstrated that college students who join fraternal organizations actually grow in these areas as a result of their fraternal experience. The purpose of this descriptive study was to assess the extent to which fraternity and sorority members experienced gains in the four outcome areas. The researcher analyzed the aggregate results of 15 Southeastern institutions that administered the AFA/EBI Fraternity/Sorority Assessment during the 2008/2009 academic year. Capital Account Liberalization, Financial Development And Industry Growth: A Synthetic View, Rachita Gullapalli, Barry Eichengreen, Ugo Panizza

This paper synthesizes studies analyzing the effects of capital account liberalization on industry growth while controlling for financial crises, domestic financial development and the strength of institutions. We find evidence that financial openness has positive effects on the growth of financially dependent industries, although these growth-enhancing effects evaporate during financial crises. Further analysis indicates that the positive effects of capital account liberalization are limited to countries with relatively well-developed financial systems, good accounting standards, strong creditor rights and rule of law. It suggests that countries must reach a certain threshold in terms of institutional and economic development before they can …

Since the 1950s, despite considerable and long-term tobacco industry and government efforts, attempts to develop a less risky cigarette that reduces harmful ingredients, generally or specifically, have failed. Moreover, even under ideal conditions with adequate scientific testing, the efficacy of purportedly reducing the severe health effects cannot be scientifically verified for up to 20 years after the introduction of a product on the market. A key and central provision in the 2009 U.S. Food and Drug Administration (FDA) legislation is to reduce the risk or harm of cigarettes. The purpose of this study was to determine if undergraduate fraternity and sorority members who serve as chapter officers report different experiences and gains compared to non-officers. The researchers sampled 3,008 fraternity members and 3,745 sorority members from the aggregate results of the institutions that used the AFA/EBI Fraternity/Sorority Assessment during the 2009-2010 academic year. Differences by leadership experience were tested using Cliff’s delta. The researchers found significant differences in the development of chapter officers and non-officers for eight of nine educational gains measures with chapter officers reporting greater gains in these areas. Writing and researching are highly interrelated processes and there is much overlap between the goals and responsibilities of writing center staff and librarians. There is little evidence, however, that partnership between writing centers and libraries has been instituted as standard practice in academic institutions. The purpose of this study, therefore, is to explore the current state of the relationship between the writing center and the library. A telephone survey was administered to librarians in a sample of 268 academic institutions. The results indicated that only 26.7% of libraries actively collaborate which their university’s writing center. A strong majority of the …

Examinations of roll call voting have found issue salience affects the influences over roll call voting in different issue areas. However, it is unclear whether these findings can be extended to legislatures generally as studies have focused only on the U.S. congress or one U.S. state legislature. This article examines the influences over roll call voting in fifteen issue areas in five legislative chambers in four U.S. states. We present a novel approach to visually locate bodies of research within the sciences, both at each moment of time and dynamically. This article describes how this approach fits with other efforts to locally and globally map scientific outputs. We then show how these science overlay maps help benchmark, explore collaborations, and track temporal changes, using examples of universities, corporations, funding agencies, and research topics. We address their conditions of application and discuss advantages, downsides and limitations. Recent studies have documented that parties influence legislative behavior. But such studies have been unable to distinguish between party voting stemming from ideological agreement and true party influence, as most lack independent measures of legislator ideology and have not been tested at the U.S. state level. Using survey data to control for legislator ideology, this analysis looks at how and under what conditions parties influence voting in three sessions of five state legislatures. The results suggest party influence on voting in the states is partly due to the fact that legislators have similar beliefs and represent similar people. Nonetheless, parties …

The lack of female politicians has been attributed to a lack of female candidates for office. However, the reason why there are so few female candidates is not clear. The author examines whether differences in fund-raising perceptions and effort between female and male state legislative candidates contribute to the lack of female candidates. The results indicate that women do tend to be more concerned about fund-raising, as is evidenced by greater effort devoted to this campaign function as compared to their male counterparts. Women use more techniques and rely on more sources to secure funds for their campaigns. This suggests …

Recent LibQual+ (2004) and Off-campus Satisfaction (2002, 2006) surveys at Western Michigan University revealed that graduate students had information needs that were not being met. Many lack awareness of resources and the necessary research skills for performing graduate level research, yet instructors are reluctant to relinquish class time for library sessions and the students themselves are reluctant to seek the individual help they need. The Impact Of Party And Ideology On Roll Call Voting In State Legislatures, Shannon Jenkins

To assess the relative impact of party and ideology on legislative behavior, I utilize survey-based measures of legislator ideology to examine voting in five state legislatures. The results suggest that, although party and ideology both influence voting, the impact of party is greater. The magnitude of this impact varies, however, from chamber to chamber. The activity of parties in the electoral arena explains part of this variance, with more active parties having more influence. Thus, research on legislative behavior should focus on the context surrounding the decision-making process in order for us to understand the influences on voting.

Explanations for election outcomes have commonly included incumbency and candidate quality. While these explanations have been successful, they do not wholly explain who wins or loses. To move beyond the concepts of incumbency and quality, a typology of candidates is developed based on their motivations for running. Hierarchical cluster analysis is employed to examine open-ended responses from state legislative candidates in nine states. The resulting typologies are found to be connected to influences on candidate emergence and perceptions of factors that influenced the election outcome. They also prove to be statistically significant predictors of election victory even when controlling for …

ASEAN member countries are always looking for ways to improve their response to trafficking in persons. However, these efforts are being held back by a lack of relevant, reliable data on trafficking. Recognizing this problem, in 2005, the ASEAN member countries commissioned IOM to conduct a pilot research project to identify “best practice” in data collection on trafficking, and to prepare a situation report on data collection by government agencies in four ASEAN member countries (Cambodia, Indonesia, the Philippines and Thailand). This report presents the findings of that research.

The National Sea Grant College Program is a proven, effective model to engage universities and government agencies acting in partnership to promote research, education and outreach/extension related to marine issues. Through network contacts at 30 universities and research institutes and the NOAA National Sea Grant Office, individual Sea Grant programs stay connected to issues at a national level while being responsive to local level needs.
