Highly technical rules for regional electricity markets shape opportunities for new technologies and the pace of transition to a cleaner and more distributed power system. We compare three case studies of regional transmission organizations and identify common mechanisms that describe the relationship between institutional design and administrative policy decisions. Legislative gender quota policies are political rules which are designed and implemented with the goal of increasing the representational presence and influence of women in government. Fundamentally, representation operates along two separate dimensions and can be considered as either descriptive or substantive. Demand for clean and resilient energy has led to new and advancing frontiers of energy development in nuclear technology, specifically in the development of microreactors. These miniaturised modular reactors are generally < 20 megawatts thermal (MWt) or 10 megawatts electric (MWe) and offer new opportunities to meet energy needs in remote locations and mobile operations. As with the slightly larger small modular reactors (< 300 MWe), microreactor development must demonstrate security and safety, as well as economic competitiveness, to be seen as potential opportunities for new applications. Current research focuses on passive safety features, capital costs, reliability, semi-autonomous or autonomous control, cyber informed design, digital twins and non-proliferation. This paper focuses specifically on microreactor cyber informed design and cyber risk. An overview of microreactor technology provides a basis for examining the cyber nuclear playing field, with an emphasis on the USA. Frameworks for evaluating cyber security threats, and thereby designing for them, are reviewed. Recommendations follow with ideas for future research.

Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

The purpose of this thesis is to describe and analyze the South Carolinian eviction crisis from the perspective of radical geography. South Carolina was chosen for the severity of its crisis and the lack of research at a sub-state level. Court records of eviction filings from 2019 were geocoded and tested for spatial clustering, which was clearly visible. Plaintiff names were used to identify the most frequent filers and distinguish landlords by type. At the census tract level, eviction filing counts were compared with neighborhood characteristics using negative binomial regression, and most were found to be significant in South Carolina. …

Labor Market Monopsony And Wage Inequality: Evidence From Online Labor Market Vacancies, Samuel I. Thorpe

Undergraduate Economic Review

This paper estimates the effects of employer labor market power on wage inequality in the United States. I find that inequality as measured by interdecile range is 23.7% higher in perfectly monopsonistic labor markets than in perfectly competitive markets, even when controlling for commuting zone and occupation fixed effects. I also decompose these results into 50/10 and 90/50 ratios, finding much larger impacts on inequality among low earners. These results suggest that monopsony power has significant and policy-relevant impacts on wage inequality, and particularly harms the lowest earning subsets of the labor force.

Egypt faces an urgent public health crisis which is a shortage in its health workforce capacity. The main reason for the lack of health workforce retention is the working environment. The Ministry of Health has multiple options to improve the quality of the working environment for health workers. Three interrelated policy options are proposed in this brief: 1) Enhancing organizational trust, 2) providing financial and non-financial incentives, 3) Developing a digital human resource system providing multiple services.
