Both economists and policy makers are interested in understanding the welfare effect of economic policies, especially in small open economies such as Turkey and Iran. This knowledge is crucial for priority setting in any informed policy discussion. This dissertation aims to study the impoverishing effect of high levels of out-of-pocket (OOP) payments in the health sector, referred to as catastrophic health expenditure (CHE), and investigates the impact of exchange rate pass-through (ERPT) on both the microeconomic and macroeconomic indicators of a country. Broadly speaking, this research is intended to shed light on how post-genocide societies attempt to address a traumatic history and reconcile the problems of ethnic and religious hatred. Germany and Poland are especially ripe cases for such research given their historical memories of the Holocaust and unique legal and diplomatic efforts to counter anti-Semitism. However, since many of the policies on this issue have only been implemented in the past ten to fifteen years, there has not yet been a comprehensive study that has evaluated their effectiveness. Policymaking In The Gulf Region: The Case Of Privatization Policy In The State Of Kuwait, Shahed Altammar

The purpose of this research is to explore the policy processes in Kuwait by examining the recent privatization legislation, which has been adopted but not yet implemented. First, the research reports data from elite interviews, focus groups, and document reviews about policymaking, to illuminate the processes that lead up to the adoption of privatization. Limited data of this nature currently exist. Second, it is anticipated that findings reported in this study will be of theoretical relevance to scholars of comparative politics and particularly to privatization theorists.
