This theoretical study explores the external power dynamics and internal psychic processes involved in both historical and contemporary anti-choice ideology, practice, and rhetoric. The three primary tactics of the anti-choice movement and current "war on women" involve 1) promoting the establishment of fetal personhood through measures—both rhetorical and political, 2) the co-opting of feminist and liberal rhetoric in establishing a woman-centered, as opposed to fetus-centered, anti-abortion strategy, and 3) the use of incremental policy measures and restrictions at the state and local level, including the creation of legal and practical barriers to the procedure for both women and abortion providers. …

Undocumented immigration has become a contentious issue in the U.S. over the past decade. Opponents of undocumented immigration have argued that undocumented immigrants are a social and financial burden to the U.S. which has led to the passage of drastic and costly policies. This paper examined existing state and national data and found that undocumented immigrants do contribute to the economies of federal, state, and local governments through taxes and can stimulate job growth, but the cost of providing law enforcement, health care, and education impacts federal, state, and local governments differently. To better understand the nature of the residential facilities serving more than 19 percent of Maine’s Long Term Services and Supports (LTSS) population, the Maine Department of Health and Human Services commissioned the Muskie School to conduct a survey of residential facilities as part of its update to Maine’s LTSS profile. The goal of the Maine Residential Settings Characteristics Survey, conducted between July and September 2010, was to measure the "homelike" characteristics of residential settings.

Bring Your Own Technology: A Public School Technology Policy Case Study, Cynthia Bauter

This case study examines a large Texas school district that implemented a “bring your own technology” (BYOT) technology policy. The study considers teachers’, administrators’, and students’ issues and challenges as a result of the implementation. The study finds that although this policy is aligned with national and state technology integration standards for education, it is problematic in reality. Questions are raised about equity and adequacy, the need for professional development to deal with implementation, and the intention versus the reality of BYOT policies.

This paper presents the results of an Internet survey of university Information Technology (IT) managers on the use/abuse of IT resources by a university’s students. The survey sought data on university size, public/private organization, whether there were policies in place on acceptable use of IT resources, possible student use and actions, and finally how IT resources were monitored if they were monitored. Results revealed that most universities had policies on the proper use of IT resources but were very unlikely to monitor use/abuse of IT resources mainly due to a lack of personnel. [Excerpt] The findings we report above have implications for both institutions and their faculty members. In some states, rapidly growing college age cohorts will require academic institutions to hire large numbers of new faculty in the years ahead to fill positions created to meet the expanding demand for enrollments. Nationally, institutions will have to replace a large number of retiring faculty members in the years ahead. This suggests that most institutions’ concern in upcoming years will not be how to encourage their faculty members to retire. Rather, their concern will be how to continue to draw on the skills of …

[Excerpt] Despite the declining relative importance of HBIs in the production of black bachelor's degrees, in recent years they have become the subject of intense public policy debate for two reasons. First, court cases have been filed in a number of southern states that assert that black students continue to be underrepresented at traditionally white public institutions, that discriminatory admissions criteria are used by these institutions to exclude black students (e.g., basing admissions only on test scores and not also on grades), and that per student funding levels, program availability, and library facilities are substantially poorer at public HBIs than …

As pertains to feminization of social welfare, the inability to acknowledge male victims of domestic violence is attributed less to personal preference and more to cultural traditions of the Western patriarch. Yet, according to scholarly literature, men in the U.S. are equally as likely to be the victims of domestic violence by women as are women by men. James G. Blaine was a prominent American politician of the late 19th Century. Although Blaine was an unsuccessful Republican candidate for President in 1884, U.S. Secretary of State, Speaker of the House, and a Senator from Maine, his primary legacy was the enshrinement of "anti-aid" amendments in the constitutions of 39 U.S. states. These so-called "Blaine Amendments" were designed to prohibit government funds from supporting "sectarian" religious organizations such as schools and charities. In Blaine's day, "sectarian" was widely understood to be a euphemism for "Catholic". Nondenominationally Protestant organizations such as the public schools of the day were considered to …

The focus is on multinational corporations (MNCs) because most foreign direct investment is done by MNCs. The Site generally consists of a forty-square-mile area which is also part of the larger Tri-State Mining District that includes areas of Kansas and Missouri. The Site includes parts of five communities: Picher, Cardin, Quapaw, North Miami, and Commerce in Oklahoma. It also includes Treece, Kansas, and affects a total population of roughly 30,000 residents. The Effect Of Casino Tax Policy On Short-Run Gaming Development, Kahlil Philander

This study examines the effect of casino tax rate structure on investment by casino operators. Using a panel data set consisting of all states with legal commercial casino gambling from 1998 to 2009, a fixed-effect model with two-stage least squares is estimated to examine the effect of gambling taxes on firms' short-run behavior. The study finds that maximum casino tax rates decrease casino employment, with an estimated average elasticity of -0.5. This result is noted to be robust to several different model specifications and data subsets. No robust relationship is found between maximum tax rates and casino wages. No significant …

In 2010, over 700,000 offenders were released from prison (Guerino, Harrison, and Sabol, 2012), and on any given day over seven million individual are under some form of correctional supervision (Glaze, 2011). Research has documented the collateral consequences of transition such as diminished employment prospects and limited housing availability. Fiscal concerns have shifted some of the costs of prosecution and correctional supervision to the offender, resulting in accumulation of legal financial obligations.
