The 2013-14 school year marks ten years since the Arkansas General Assembly passed legislation to construct a new K-12 funding system in response to a 2002 Arkansas Supreme Court ruling in the decades-long court case, Lake View School District No. 25 v. Huckabee. The General Assembly established a foundation formula to provide adequate funding to districts across the state and created categorical funding to provide additional equity funding to districts based on need. Public administration agencies are increasingly called upon to collaborate across organizational boundaries as a regular part of practice. Leaders in the organizations are expected to deliver positive outcomes from collaborations. Common sense implies that good leadership leads to successful collaboration within public administration agencies.
