The Consequences Of Incremental Reform And Institutional Dynamics On The Effectiveness Of Performance Management In United Kingdom Police Services., Gordon Marnoch, Karl Mcvicker, Ruth Fee

The paper argues that while performance management practices are much in evidence in contemporary police services, the perceptions and views of police officers and civilian staff discussed in this paper should give us pause in concluding that there has been a straightforward triumph of managerialist rationality over operational tradition in the use of policing resources. Evidence is drawn from an extensive study of police officers and civilian staff and their self-reported engagement with performance management systems in three large United Kingdom police services.

Annual reports play a significant part in the process of governance. In addressing performance, the annual report will typically convey a sense of organizational identity, record achievements and explain key public service processes. The current dominance of new public management (NPM) approaches to measuring performance is of great significance in influencing how police services construct annual reports. For the reader of annual reports wishing to inform themselves about the performance of a public service organization the ‘story’ is of crucial importance. Considerable variation is found with respect to the four 'performance stries' examined.

Annual reports can contribute to the legitimacy of public service organizations in creating a favorable story around performance achievements. It is also the case that annual reports can have unintended consequences, provoking negative reactions on the part of their readers. Health services performance stories in the form of annual reports presented by the U.S. Department of Veterans Affairs and the English National Health Service between 2002 and 2005 are compared through a narrative analysis of structure and content. The 2003 midterm federal elections in Mexico reveal that municipalities whose populations score higher on educational attainment also exhibit lower voter turnout rates, thus contradicting an empirical regularity found in Mexico and in democracies, more generally. This article uses data from the 2000 and 2003 Latinobarometro surveys and panel data from the 2001-2003 National Survey of Political Culture and Citizen Practices (ENCUP) to explore the individual determinants of this aggregate finding. It argues that this municipal-level result is a product of the fact that more highly educated citizens reduced their levels of trust in political institutions. This study shows that …

The study investigated the impact of varying combinations of facilitative and debilitative imagery and self-talk (ST) on self-effi cacy and performance of a dart-throwing task. Participants (N = 95) were allocated to 1 of 5 groups: (a) facilitative imagery/facilitative ST, (b) facilitative imagery/debilitative ST, (c) debilitative imagery/facilitative ST, (d) debilitative imagery/debilitative ST, or (e) control. Mixed-design ANOVAs revealed that performance, but not self-effi - cacy, changed over time as a function of the assigned experimental condition. Participants in the debilitative imagery/debilitative ST condition worsened their performance, and participants in the facilitative imagery/facilitative ST condition achieved better scores.
