We study “hypothetical reasoning” in games where the impact of risky prospects (chance moves with commonly-known conditional probabilities) is compounded by strategic uncertainty. We embed such games in an environment that permits us to verify if risk-taking behavior is affected by information that reduces the extent of strategic uncertainty. We then test some implications of expected utility theory, while making minimal assumptions about individuals’ (risk or ambiguity) attitudes. Results indicate an effect of the information on behavior: this effect is triggered in some cases by a belief-revision about others’ actions, and in other cases by a reversal in risk …

This paper examines the development of Taiwan's semiconductor industry and the differing narratives on the factors contributing to the industry's success. The paper argues that both State-led policies and public institutions, as well as the experience and networks of returnee entrepreneurs, together facilitated the development of Taiwan's semiconductor industry, specifically the pureplay-foundry. Significantly, we argue that State-led policies were often tailored to attract the human capital as well as financial capital these returnees possessed and then incorporate their technical skills, managerial know-how, and knowledge of industry trends within State institutions. This analysis focuses on different levels of Cross-Border Regional Planning (CBRP) processes in the Cascadia borderland. The region is home to the business-led initiative ‘Cascadia Innovation Corridor’ (CIC), designed to foster cross-border economic integration. The CIC strives to build a global innovation ecosystem in Cascadia, including a new high-speed train to connect Seattle and Vancouver. This paper focuses on the scope of the CIC as a CBRP case. The authors evaluate engagement of city governments and coherency between different planning scales to determine whether the CIC has been addressing the major challenges that may prevent tighter economicintegration in Cascadia. Why do states intervene in civil conflicts? I argue that a third-party actor's decision to intervene relies in part on the behavior of other potential interveners. Because other interveners have their own interests in the conflict outcome and resources to contribute, intervention decision-making is multi-actor game theoretic problem: external actors contemplate their roles in civil conflicts by weighing the projected impact of their own prospective contributions against their preferences for the internal combatants. Drones have become prevalent for the delivery of goods by many retail companies such as Amazon and Dominos. Amazon has an issued patent that describes how drones scan and collect data on their fly-overs while dropping off packages. In this context, we propose a path optimization algorithm for a drone multi-hop communications network that can carry and forward data in addition to its primary function of parcel deliveries. We argue that traditional Delay Tolerant Networking (DTN) based protocols may not be efficient for this purpose.
