Recent efforts to expand unemployment insurance (UI) eligibility are expected to increase low-earning workers’ access to UI. Although the expansion’s aim is to smooth the income and consumption of previously ineligible workers, it is possible that UI benefits simply displace other sources of income. Standard economic models predict that UI delays reemployment, thereby reducing wage income. Additionally, low-earning workers are often eligible for benefits from means-tested programs, which may decrease with UI benefits. Staff of the Upjohn Institute will work with the Charlevoix Community Foundation to study the feasibility of a collaborative economic development strategy for the region. Through stakeholder interviews and a community convening, Institute staff will examine the networks currently in place among leaders in the county's three communities, present to stakeholders the findings of this network analysis along with regional data, and facilitate a community conversation about possible collaborative strategies designed to address the challenges facing Charlevoix County.

The Impact Of The Kalamazoo Promise On College Choice: An Analysis Of Kalamazoo Area Math And Science Center Graduates, Michelle Miller-Adams, Bridget Timmeney

The Kalamazoo Promise has led to a pronounced shift in the college-going patterns of Kalamazoo Public Schools (KPS) students who attend the Kalamazoo Area Math and Science Center (KAMSC). Following the introduction of the Kalamazoo Promise in 2005, the percentage of KPS KAMSC students attending public, in-state institutions of higher education has almost doubled—a shift that reflects the program rules of the Promise, which covers tuition and fees only at public postsecondary institutions in Michigan. The percentage of non-KPS KAMSC students attending an in-state, public institution also rose in the post-2006 period but only very slightly, suggesting that the Promise …

Borgess Health Alliance and Bronson Healthcare Group play a vital economic role in Kalamazoo County. First, they are major employers in the county. Second, their activities support hundreds of additional jobs in Kalamazoo County as individuals from the county as well as surrounding counties receive tertiary care service from the the two medical providers. Third, they enhance the county's quality of life by providing excellent medical services that are not available in many communities of similar size.

The Employment And Fiscal Effects Of Michigan's Mega Tax Credit Program, Timothy J. Bartik, George A. Erickcek

This paper estimates that Michigan's MEGA tax credit program to attract and retain businesses has large employment and fiscal benefits. MEGA provides discretionary tax credits to businesses, with the tax credit tied to the personal income taxes paid by employees on the new or retained jobs. We estimate the economic effects of MEGA using the Upjohn Institute's REMI model, and the research literature on how business location decisions respond to taxes. We estimate the fiscal effects of MEGA based on the research literature on how government spending and revenue respond to state personal income and population. The estimates suggest a …

Simulating The Effects Of Michigan's Mega Tax Credit Program On Job Creation And Fiscal Benefits, Timothy J. Bartik, George A. Erickcek

This paper simulates job and fiscal impacts of Michigan’s MEGA tax credit program for job creation. Under plausible assumptions about how such credits affect business location decisions, the net costs per job created of the MEGA program are simulated to be of modest size. The job creation impacts of MEGA are simulated to be considerably larger than devoting similar dollar resources to general business tax cuts. The simulation methodology developed here is applicable to incentives in other states.
