The purpose of this policy brief is to illuminate the dire circumstances surrounding the ongoing diabetes epidemic in Kentucky. Type II diabetes mellitus, a preventable and manageable chronic illness, affects nearly 465,000 Kentuckians currently. Beyond the daily struggle associated with diabetes, many acute complications can arise that are severly detrimental to quality of life, such as blindness or lower extremeity amputation. Additionally, the costs associated with diabetes are tremendous, to patients, to providers, and to the state. Over the last 7 years, there has been an alarming increase in the number of opioid overdose fatalities in Jefferson County, Kentucky. The increase has occurred despite Kentucky’s passage of a prescription drug monitoring program (PDMP) as defined by House Bill 1 (HB1) in 2012. Following the passage of Kentucky’s PDMP, heroin and fentanyl surpassed other prescription drugs as the most identified drugs in overdose deaths in Kentucky. Little is known about how the implementation of a PDMP influences the overall opioid overdose fatality rate. This thesis explores the political and demographic obstacles facing the Fairness movement in Kentucky in regards to local employment protection ordinances for LGBTQ+ persons (Fairness Ordinances). Using case studies on recent Fairness debates in Berea and Bowling Green, this thesis explores the concern some Kentuckians have about LGBTQ+ nondiscrimination ordinances in their communities. From these cases studies, it can be concluded that many of the concerns espoused by opponents of Fairness are simple scare tactics with no evidence supporting their claims. Horse racing is a well-known sport and the part of the horse industry best known to the public; however, there is little information on the health status and health needs of people who work in this business. Past research shows that the thoroughbred worker population faces a myriad of health challenges. Swanberg et al. (2013) studied demographics, working conditions, and health of Latinos who work on thoroughbred farms in the United States by analyzing phone interviews, face-to-face interviews, and injury logs. The majority of injuries in this study are general injuries such as getting kicked or injuring fingers.

This paper is an examination of the determinants of Family Support employee allocation. Specifically, related to Kentucky, the goal of this research is to determine if public assistance caseloads are equitable across nine geographic regions. A review of relevant literature provides a larger context to this topic. Literature primarily suggests three mechanisms by which Family Support resources might be allocated: legal regulations, postcode lottery, and Tiebout migration.
