The state of Kentucky is home to many rural counties which experience high levels of outward migration due to their relatively unfavorable economic conditions. While migration trends nationally have begun to plateau, migration flows from county to county show a much more volatile story. This study will examine the relationship between economic opportunity and migration flow estimates in Kentucky’s counties through a multiple regression approach with the response variable being annual migration flow estimates, with multiple predictor variables showing the economic composition of the county. Compared to other states in the USA, Kentucky has one of the highest rates of diagnosed diabetes and one of the lowest levels of labor force participation. This project employs a multivariable linear regression model to estimate the correlation between county-level diabetes prevalence and county-level labor force participation rates in Kentucky counties from 2015-2019, using publicly available data from the Centers for Disease Control’s Behavioral Risk Factor Surveillance System (BRFSS) and the U.S. Census Bureau’s American Community Survey (ACS). A bill approved in 2022 by the Kentucky legislature, KY HB8 for 2022 will phase down the individual income tax rate from 5% to 0% and expand the sales tax to 39 additional classes of services. During the past decade, several states have adopted statewide educational attainment goals. Kentucky’s 60x30 goal seeks to credential 60% of the adult population in the state by 2030, bringing Kentucky closer to the national average. Using a difference-in-differences empirical strategy I compare Kentucky to a control group of states from 2010-2019 in order to understand statewide gains in varying levels of postsecondary achievement, and in what subsamples of the population the largest gains have been made. Using data from the U.S. Department of Education’s Civil Rights Data Collection (CRDC) 2017-18 survey, this project aimed to examine Alternative Schools in Kentucky to understand whether trends that existed at the national level also exist in Kentucky. Uniform Financial Information Reports (UFIRs) data from 58 counties in Kentucky was used to descriptively analyze financial trends in full service jails from fiscal years 2007 to 2019. The duration of unemployment insurance claims in Kentucky are over 30% longer on average than unemployment claims in the surrounding states. This study uses a time-series regression to compare data from Kentucky and the surrounding states to find correlations between unemployment insurance claim duration and the percentage of a state’s population that reports having at least one disability. No significant correlation was found between a state’s population with a disability and unemployment claim duration but there was a significant negative correlation between unemployment claim duration and the total amount of Social Security Disability Insurance and Supplemental Security Income payments people …

Research shows that public sector jobs are more stable than private sector jobs. This study examines whether tax revenue volatility is affected by the concentration of a city’s economic base in state and local government employment. The relationship between public employment and revenue volatility has not been studied but is relevant as state and local governments have reduced their workforces in the post-Great Recession period. Using panel data on Kentucky cities, I find that the coefficient on state and local government employment concentration is inversely related to tax volatility but is not statistically significant in a fixed effects estimation.

FEMA projects often convert tracts of land to greenspace, or stabilize flood-damaged lands. Many communities then build public parks on such lands as a direct result. Kentucky law authorizes county health departments to implement harm reduction needle exchange programs given that the county receives approval from all governing authorities including the local and/or district boards of health, the county government, and the city government in the jurisdiction in which the exchange is intended to operate.
