Child protective services agencies have long observed the complicating role that parental substance use and addiction plays in cases of child maltreatment. Families who struggle with these problems present unique challenges for child welfare professionals. These families are typically more difficult to engage, more likely to have children removed from the home, and have poorer outcomes when compared to other families. These poorer outcomes often include health problems. This research is designed to identify service and capacity gaps that exist and need to be addressed in Central Kentucky to improve the provision of social services for survivors of human trafficking. Relying upon in-depth interviews with individuals from different organizations/agencies (e.g., social service providers, federal and local law enforcement agencies, human trafficking task forces) in Central Kentucky that work on human trafficking and with survivors, this research provides a comprehensive picture of the social services available to survivors of human trafficking, including the need for additional services. In late 2004 the Kentucky Drug Endangered Children Alliance was created to bring attention to the methamphetamine problem in Kentucky and coordinate the efforts of many different agencies. The Training Network is part of the Alliance and seeks to educate the various service providers that may come into contact with the child victims of caregiver meth abuse and production. The Training Network estimates it has provided training to almost ten thousand individuals in the three years it has been at work.
