In 2002, the Indianapolis Housing Task Force published the Blueprint to End Homelessness, an ambitious 10-year strategy to end homelessness in Indianapolis by 2012. The Blueprint called for regular reports and evaluation of progress toward the Blueprint’s goals. The Coalition for Homelessness Intervention and Prevention (CHIP), charged with moving the Blueprint forward, has completed its own annual Community Progress Reports for 2009, 2010, and 2011. This report does not seek to replicate or evaluate these or any of the many previous reports CHIP has facilitated. We take what is presented in the previous reports as accurate and eminently useful. The research study provides a phenomenological approach to investigate individual’s experiences of their journey through homelessness and examining it within the concept of homeless identity. The study was concerned with exploring and acquiring a rich description on what is homeless offenders/prisoner’s perception of their transition from custody to the community and the pathways they endure. The study examined pathways into, through and out of homelessness through available literature and by conducting five interviews with individuals who are currently or have a history of homelessness and offending. A number of international human rights instruments and national constitutions establish a right to housing. In addition, a few countries, most notably England and France, have enacted legislation guaranteeing a legally enforceable right to housing. In this paper we provide an overview of the concept of a “right to housing,” and discuss its implications for efforts intended to reduce and end homelessness both in the European and American contexts.

This study analyzes HMIS and American Community Survey data from seven jurisdictions to assess the prevalence and relative risk for homelessness among veterans by race, sex, age and poverty status. Results show that among the homeless population, approximately 14% of adult males and 2% of adult females are veterans. For males, this proportion is about 30% greater than the proportion of Veterans in the general population, and twice as large as the proportion of veterans in the population living below the poverty threshold. Similarly among the female homeless population, veterans are overrepresented compared to the general population by a factor …

This study examines mortality among New York City (NYC) homeless shelter users, assessing the relationships between mortality hazard and time in shelter, patterns of homelessness, and subsequent housing exits for both adults in families and single adults. Administrative records from the NYC shelter system were matched with death records from the Social Security Administration for 160,525 persons. Crude mortality rates and life tables were calculated, and survival analyses were undertaken using these data. Life expectancy was 64.2 and 68.6 years for single adult males and single adult females, respectively, and among adults in families, life expectancy was 67.2 and 70.1 …

Homelessness is a pervasive and problematic phenomenon, and programs designed to assist individuals experiencing homelessness and reduce homelessness face a number of challenges. One such challenge involves difficulty engaging and retaining clientele experiencing homelessness in supportive services (Bhui et al., 2006; Ng & McQuistion, 2004; Padgett et al., 2008). The literature suggests that one explanation for this difficulty may involve the stigmatization experiences that individuals facing homelessness accumulate over time; previous studies have indicated that holding a marginalized position in society may make individuals experiencing homelessness more reluctant to engage in services (because of social rejection fears) and/or more sensitive …

The 2010 Annual Homeless Assessment Report (AHAR) represents the sixth in a series of reports on homelessness in the U.S. It responds to a congressional directive that the Department of Housing and Urban Development (HUD) provide an annual report to Congress on the extent and nature of homelessness. Prevention has long been cited as an important part of any strategy to end homelessness. Nonetheless, effective prevention initiatives have proven difficult to implement in practice. The lack of a prevention-oriented policy framework has resulted in responses to homelessness that focus primarily on assisting those who have already lost their housing and, consequently, to the institutionalization of homelessness. Recent Federal legislation, however, signals an emergent paradigm shift towards prevention-based approaches to homelessness. This paper explores the conceptual underpinnings of successful prevention initiatives and reviews practice-based evidence from several successful prevention-oriented approaches to homelessness in the United States and Europe. This study explored the risk factors for homelessness in single men, the largest group of people experiencing homelessness and a group about which little is known regarding their risks for homelessness. A case control design was used to differentiate risk factors between men who were homeless and men who were unstably housed. Risk factors included cumulative risk, negative life events, and demographic factors. Two models were tested using discriminant function analysis (DFA). The Cumulative Risk Model did not significantly differentiate between the two groups. However, the Negative Life Events Model yielded one discriminant function that significantly differentiated between the groups …

Homelessness represents one of the United States most pressing and complex problems. Approximately, nine percent of the nation’s homeless are considered to be rural. Locally, homelessness in Steele County continues to be a problem. A one night survey of homeless individuals in southeastern Minnesota revealed that there are 217 people experiencing homelessness on any given night. Homeless males have been found to be at greater risk of becoming homeless and tend to remain homeless for longer periods of time. The European Parliament recently passed a Written Declaration “calling for an ambitious EU homelessness strategy and support to Member States in their efforts towards ending homelessness” (FEANTSA, December 21, 2010). The Written Declaration comes on the heels of a consensus conference on homelessness held in Brussels, in which researchers from the European Observatory (some featured in this volume) made the moral and empirical case for urgent and strategic action by all member countries of the EU. Research Findings: Effects of parenting quality on the academic functioning of young homeless children were examined using data from 58 children ages 4 to 7 and their parents during their stay at an emergency homeless shelter. Parenting quality, child executive function, child intellectual functioning, and risk status were assessed in the shelter, and teacher reports of academic functioning were obtained when the children began kindergarten or 1st grade. As hypothesized, parenting quality was associated with children's academic success, and this effect was mediated by executive function skills in the child. Parenting quality also had a moderating effect on risk, consistent …
