Historically, higher education institutions have charged departments such as Academic Affairs with students' academic growth, and Student Affairs with their social and emotional development. Where and how these two come together to engage the holistic development of students will differ widely among institutions. This research premise was to investigate a method that could help bridge Academic Affairs and Student Affairs areas. A comprehensive review of the literature on educational reforms in higher education delineates service-learning as an innovative pedagogy for impacting the holistic development of students while enhancing the scholarship of engagement throughout the institutions. This paper suggests that imagination ferments regional development. The paper considers how education, and in particular regional universities, are part of the regional development cocktail. Using contemporary and historical experience at the Shoalhaven Campus the paper explores how Shoalhaven campus can be seen as an integral ingredient in the Shoalhaven development cocktail. In doing so, it provides an analysis that matches other regional campus experiences. What is Shoalhaven Campus? An educational precinct based on a campus co-location model. In this instance, TAFE and University are co-located on the campus grounds and share library, IT, telephone and campus services facilities. The …

The article portrays the passage of the Higher Education Act of 1965 as a watershed event, much like the Morrill Land Grant Act and the G.I. Bill, in the history of opening higher education to a broader range of citizens. What had once been a largely private enterprise for the elite became an increasingly public commitment to make a college and university education accessible to anyone qualified to take advantage of the opportunity. A framework for urban storm-water management that moves beyond flood control to improve societal and ecological services will maximize the functions and benefits of water resources management. Theoretical constructs for such work originate from the integration of ecological engineering, ecohydrology and service learning paradigms. Implementation consists of simulating, monitoring and reporting how storm-water design decisions to infiltrate or directly discharge runoff result in a complex set of linked adjustments to the dynamics of the water table, soil chemistry concentrations, plant stress/viability, terrestrial habitat, river loads/flows, and aquatic habitat patterns. This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

Although the Advancement Via Individual Determination (AVID) program has been operating in San Diego County for more than twenty years, there was a lack of research investigating how AVID program graduates experienced the transition to college. A well-established positive correlation between acceptances to four-year universities by AVID program graduates exists, but research on AVID lacked individual student narrative needed to give more depth to the data. Especially in difficult economic times, educational and public sector organizations are under pressure to do more with less. At times, this means consolidating organizations to avoid costly duplication. This study focused on three attempts at consolidation that occurred on the island of Saipan and the two major outer islands of the Commonwealth of the Northern Mariana Islands (CNMI). These efforts entailed total resource sharing across the collegiate and public libraries on these islands. As the public demands accountability in higher education, regional accrediting bodies are under pressure from external governmental agencies, as well as from key stakeholders, to demonstrate their effectiveness and more specifically, provide evidence of student learning. All regional accrediting agencies now have incorporated some level of student learning outcomes into their criteria for reaffirmation of accreditation. This case study describes how three California public community colleges are implementing student learning outcomes on their campuses. Administrators, faculty and staff were interviewed about perceptions and insights related to learning outcomes. Artifact analysis was conducted to establish credibility and data triangulation. The WebQuest model continues to grow in popularity, with teachers from around the world and many teacher-educators and experts in the field of educational technology espousing its potential to extend content knowledge and promote higher level thinking. While the model is well received by teachers and students alike, most evidence of its effectiveness is anecdotal, and there is very little in the way of empirical research on the elements that make an effective WebQuest.
