We test the hypothesis that the opening of an Urgent Care Center (UCC) has positive impacts on the local community. There are several mechanisms through which a UCC can have an impact: lower health care costs, emergency room decongestion, and improved access to medical information. We examine the entry of MedExpress into Appalachian counties between 2001 and 2013. The Long-Term Health Effects Of Fetal Malnutrition: Evidence From The 1959-1961 China Great Leap Forward Famine, Seonghoon Kim, Belton Fleisher, Jessica Ya Sun

We report evidence of long-term adverse health impacts of fetal malnutrition exposure of middle-aged survivors of the 1959-1961 China Famine using data from the China Health and Retirement Longitudinal Study. We find that fetal exposure to malnutrition has large and long-lasting impacts on both physical health and cognitive abilities, including the risks of suffering a stroke, physical disabilities in speech, walking and vision, and measures of mental acuity even half a century after the tragic event. Our findings imply that policies and programs that improve the nutritional status of pregnant women yield benefits on the health of a fetus that …

The goal of the Affordable Care Act (ACA) was to achieve nearly universal health insurance coverage through a combination of mandates, subsidies, marketplaces, and Medicaid expansions, most of which took effect in 2014. We use data from the Behavioral Risk Factor Surveillance System to examine the impacts of the ACA on health care access, risky health behaviors, and self-assessed health after two years. We estimate difference-in-difference-in-differences models that exploit variation in treatment intensity from state participation in the Medicaid expansion and pre-ACA uninsured rates. This dissertation is composed of three essays under the recurring theme of women’s issues, child health and economic development. In the first chapter, I examine the effect of Child Marriage on the health outcomes of offspring in Bangladesh. I use an exogenous variation in drought and flood shocks as an instrument for Child Marriage and measure children’s health outcomes by stunting, from the height-for-age index. Regulatory impact analyses (RIAs) weigh the benefits of regulations against the burdens they impose and are invaluable tools for informing decision makers.We offer 10 tips for nonspecialist policymakers and interested stakeholders who will be reading RIAs as consumers.

1. Core problem: Determine whether the RIA identifies the core problem (compelling public need) the regulation is intended to address.
2. Alternatives: Look for an objective, policy-neutral evaluation of the relative merits of reasonable alternatives.
3. Baseline: Check whether the RIA presents a reasonable “counterfactual” against which benefits and costs are measured.
4. Increments: Evaluate whether totals and averages obscure relevant distinctions and trade-offs.

This study analyzes the effect that an individual’s body mass index (BMI) has on their hourly compensation in their next job directly following attainment of their bachelor degree. This study uses the National Longitudinal Survey of Youth that started in 1997. This study aligned all the survey participants’ timeline of life events to be coordinated in such a way that bachelor degree attainment, regardless of year, is the common reference point. Sufficient observation of bachelor degree receipts was found in the year 2001 through 2007 resulting in a pooled data set across seven years. This study hypothesizes that individuals with …

Defensive Investments And The Demand For Air Quality: Evidence From The Nox Budget Program, Olivier Deschenes, Michael Greenstone, Joseph S. Shapiro

The demand for air quality depends on health impacts and defensive investments, but little research assesses the empirical importance of defenses. A rich quasi-experiment suggests that the Nitrogen Oxides (NOx) Budget Program (NBP), a cap-and-trade market, decreased NOx emissions, ambient ozone concentrations, pharmaceutical expenditures, and mortality rates. The annual reductions in pharmaceutical purchases, a key defensive investment, and mortality are valued at about $800 million and $1.1 billion, respectively, suggesting that defenses are over one-third of willingness-to-pay for reductions in NOx emissions. Further, estimates indicate that the NBP’s benefits easily exceed its costs and that NOx reductions have substantial benefits.

The Supplemental Nutrition Assistance Program (SNAP; formerly known as food stamps) can have important impacts that extend beyond its intended aims to improve food security and nutrition, particularly for health and health care use. This project examined the impact of SNAP receipt and benefit level on the health of adults and children using two natural experiments to address selection bias: 1) state policy variation in SNAP in an instrumental variables (IV) analysis; and, 2) the temporary expansion of SNAP benefits and eligibility provided through the American Recovery and Reinvestment Act (ARRA) in a difference-in-difference (DD) approach. Neighborhoods effect developing children from several areas. The influence that a community possesses can either bolster socioeconomic status or inhibit it. Some experiments have been done in the US to aid struggling families in disadvantaged neighborhoods that have produced significant results. This purpose of this senior project is to analyze and discuss the varying ways in which neighborhoods can affect its inhabitants (i.e. education, health/nutrition), the experiments aimed to helping poor families, and offer a possible solution to mitigate these issues.

In this dissertation, I offer three independent studies. The first examines the impact of foreign direct investment (FDI) on entrepreneurial activities over the period 1996-2008. We find that FDI has no discernible effect on entrepreneurial activity in probusiness states identified by the existence of Right-to-Work (RTW) states. In non-RTW states, however, we find that an increase in FDI decreases the average monthly rate of business creation and destruction. The second study assesses the impact of breastfeeding on early childhood outcomes. The food stamp program (SNAP) is one of the most important elements of the social safety net and is the second largest anti-poverty program for children in the U.S. (only the EITC raises more children above poverty). The program varies little across states and over time, which creates challenges for quasi-experimental evaluation. Notably, SNAP benefit levels are fixed across 48 states; but local food prices vary widely, leading to substantial variation in the real value of SNAP benefits.
