Bureacratizing Ethics: Institutional Review Boards And Participatory Research, Deborah Martin

This paper provides a brief history of regulatory research ethics, as embodied in Institutional Review Boards in the United States. The purpose is to foster common disciplinary understanding of the origin and purpose of IRBs, and to identify the core conflict between the philosophies of participatory action research and regulatory ethics. That conflict centers on the contradictory language and associated understandings of research "subjects" and "participants". I suggest a need for more disciplinary engagements around this conflict, to foster more open ethical debates and competencies among geographers. © Deborah G. According to a 2002 National Center for Education Statistics report, 98% of schools in 2001 were connected to the Internet and 63% of public classrooms had Internet connections. According to a 2003 United States Census Bureau report, 68.3% of homes with children subscribed to the Internet. These statistics reveal the scope of access children have to the Internet. This study focused on the children's voice by investigating the children's report of their online activities and their awareness of cyber security, ethics, and safety issues. The purpose of this study was to determine if local elected officials in Tennessee perceive ethics training will affect ethical behavior, and, if so, what format they recommend for ethics training including length of time, delivery methods, and instructors' qualifications. This study provides information regarding whether ethics training is likely to be efficacious and how officials feel about the training. Specifically, this study informs officials and others who invest with both time and financial resources about the value of training, what to teach if they are going to offer ethics training, and who should teach ethics.

This paper examines the types of community and political participation municipal employees favour and the effect of political activity regulations on participation based on a survey administered to public service employees in the City of London. The findings reveal that many municipal employees consider themselves to have a high amount of discretion in their duties and the commitment to public service transcends the workplace and translates into exceptional levels of participation in the community, but many are reluctant to engage in overt forms of political participation.

This paper examines the disconnect between theories of good public administration and the actual practice of public administration. An analysis of the relationship between theory of all types and the practice of public administration – with a specific focus on the apparent discrepancy between theories of justice and the field – is conducted. The findings reveal that the on-the-ground practice of public administration is not governed by justice, ethics, and morality but rather by professional guidelines and norms.

This essay outlines the preliminary structure of a moral ontology of accounting understood as discourse. To speak of an ontology of accounting is to speak of the most general features of accounting, those features of its existence that are present irrespective of variations in observed “accountings,” of ways in which accounting manifests itself in lived experience. An organization will almost always use persuasive communication tactics to influence public opinion. Persuasive communication tactics can be either pubic relations or propaganda. The definitions of both public relations and propaganda, as well as a study of the relevant models, reveals that neither practice heavily stresses the importance of social responsibility.
