Extract: Infrastructure is one of the most important tools for accelerating economic development in developing and transition economies. However, the benefits are not always uniform across nations; the results vary significantly between industries, and improved social returns from additional investment have more to do with the procurement method and operational efficiencies than the amount of money that is employed. This article provides a review of the role that infrastructure plays in strengthening economic development and poverty reduction and reducing trade costs to support improved regional cooperation and integration in Commonwealth countries.

What governs state interests in development in formerly colonised societies? Conventional social science accounts stress politico-economic variables, particularly the need for capital accumulation. By means of a detailed analysis of the Bhadravati Iron Works, an ambitious industrial project in the state of Mysore in colonial India, it is demonstrated that mechanisms are also important in state-led development. Locational disadvantages, technical problems, and increased production costs made the iron plant an unprofitable venture from its inception. Paying developing countries for carbon sequestration is seen as a vital component of climate change mitigation. If appropriately designed, these payments can also transfer income to poor villagers, which can aid both the long-term sustainability of the carbon sequestered, as well as meeting the goal of poverty reduction. However, to encourage the participation of small-scale producers, a CDM forest project must offer sufficient incentives with minimal costs to participants. Both incentives and costs are embedded in property rights, social capital and contractual rules. The Special Section on developmental research on social information processing (SIP) and antisocial behavior is here introduced. Following a brief history of SIP theory, comments on several themes—measurement and assessment, attributional and interpretational style, response evaluation and decision, and the relation between emotion and SIP—that tie together four new empirical investigations are provided. Notable contributions of these studies are highlighted.

Because infants and toddlers are particularly susceptible to parents’ socialization efforts, the purpose of this 2-year longitudinal study (N= 4271 infants) was to forecast toddlers’ competence and problems (adaptational outcomes, ageM= 30 months) from parenting experiences when they were infants (age M= 9 months). Using structural equation modeling and data from a nationally representative sample, parenting during infancy was important to toddlers’ adaptational outcomes, with parenting warmth most strongly connected to toddler competence and parenting hostility most strongly connected to toddler problems. The paper analyzes the poverty situation in Nigeria. Poverty holds sway in the midst of plenty, a situation described in Nigeria’s political lexicon as a ‘bewildering paradox’. Among the committee of nations, Nigeria has been described as poor. Even on the continent of Africa, using selected world development indicators, Nigeria is poorly ranked. Although several programs have been designed by the State to combat the scourge, their impacts on the poor population have been substantially impaired by corruption, weak administration, and poor inter-sectoral governance system.
