The study commenced in July 2009 with historical research about the site and its context, site analysis, including the existing conditions and development regulations. This analysis included: topography, soils, vegetation, structures, utilities, easements, property deed, and city, state, and federal regulations. From this analysis an assessment of future development potentials was made based on the existing data/documents from UMass files, public records, Mass GIS data, site visits, and interviews with Gloucester, Commonwealth of Massachusetts, and other officials and stakeholders. From the assessment we identified potential future uses, building locations, and feasible alternative layouts of the site. These alternatives were summarily …

For the last 46 years, the countries of the world have tried to reduce the number of chronically hungry people. Despite all the efforts, the numbers have barely budged from the over 850 million people who were chronically hungry in 1974 until the 2007-2009 food price crisis, when the numbers increased to over 1.02 billion. The blame for this situation has variously been put on bad governance, the lack of adequate market reforms, the market reforms that were imposed on developing nations, and globalization. What governs state interests in development in formerly colonised societies? Conventional social science accounts stress politico-economic variables, particularly the need for capital accumulation. By means of a detailed analysis of the Bhadravati Iron Works, an ambitious industrial project in the state of Mysore in colonial India, it is demonstrated that mechanisms are also important in state-led development. Locational disadvantages, technical problems, and increased production costs made the iron plant an unprofitable venture from its inception. This thesis is about the provisioning of development assistance, as a major component of foreign aid. Conventional approaches to the subject have tended to focus on the determinate interactions of discrete agents as the principle units of analysis. This necessarily obscures the functional role development assistance fulfills in relation to the global politico economic order, however. This study, by contrast, properly situates individual programs of development assistance as belonging to a much larger historical pattern, or system of coordinated politico-economic behavior. This dissertation investigates the human dimensions of environmental transformations spurred by international climate change mitigation agreements—such as the Kyoto Protocol—that encourage lowering greenhouse gas emissions with ‘green’ market strategies like biofuel and ecological services development projects. It is methodologically grounded in “collaborative activist geographical methods” and theoretically based at the nexus of development, political ecologies, neoliberalization of Nature, and geographies of hope literatures.
