This report discusses six planning tools or techniques selected by the client that have been used in six different SuAsCo (Sudbury, Assabet, and Concord Rivers) communities. The six case studies highlighting these tools as they applied in the watershed and Eastern Massachusetts were assessed as to their strengths and weaknesses in light of current national practices.

Geography
Apprentice programs offer a method to encourage responsible individual behavior by laying the foundation for successful collective property rights. Apprenticeship has three purposes: to restrict the rate of entry, to affect the quality of the participant, and to create the conditions for collective action for sustainability. Apprenticeship could be an important fishery management tool, particularly in decentralized, adaptive management regimes that require ongoing, multi-party negotiation for success. It is not vocational training; instead it serves a public purpose: to create the conditions for stewardship and participation in management. Large-scale wildlands reserve systems offer one of the best hopes for slowing, if not reversing, the loss of biodiversity and wilderness. Establishing such reserves requires both sound biology and effective advocacy. Attempts by The Wildlands Project and its cooperators to meld science and advocacy in the service of conservation is working, but is not without some problems. Scientists and advocates have differences in methods of work, different understandings of the origins and place of values in conservation, and differing expectations about the efficacy of biological information in achieving protection.
