An Unsung Success Story: A Forty-Year Retrospective On U.S. Communications Policy, Christopher S. Yoo

Looking backwards on the occasion of Telecommunications Policy’s fortieth anniversary reveals just how far U.S. communications policy has come. All of the major challenges of 1976, such as promoting competition in customer premises equipment, long distance, and television networking, have largely been overcome. Moreover, new issues that emerged later, such as competition in local telephone service and multichannel video program distribution, have also largely been solved. More often than not, the solution has been the result of structural changes that enhanced facilities-based competition rather than agency-imposed behavioral requirements. Moreover, close inspection reveals that in most cases, prodding by the courts …

Crowdsourcing: A New Tool For Policy-Making?, Araz Taeihagh
Research Collection School of Social Sciences
Crowdsourcing is rapidly evolving and applied in situations where ideas, labour, opinion or expertise of large groups of people is used. Crowdsourcing is now used in various policy-making initiatives; however, this use has usually focused on open collaboration platforms and specific stages of the policy process, such as agenda-setting and policy evaluations. Other forms of crowdsourcing have been neglected in policy-making, with a few exceptions. This article examines crowdsourcing as a tool for policy-making and explores the nuances of the technology and its use and implications for different stages of the policy process. The article addresses questions surrounding the role …

The Effects Of New Public Management On Public Servant Job Satisfaction, Adam Ferreira
Honors Program Theses and Projects
The public sector is often lauded for its egalitarian principles and penchant for mutual cooperation, but competition is increasingly becoming the norm which may affect communication, efficiency, goals, and objectives. The purpose of this study is to explore the effects that competition and private sector practices have on public servants. A survey was sent to 700 employees of municipal governments in Massachusetts; 45 respondents completed the survey over the course of two weeks. The principle lesson learned from this research was that while public servants view competitive practices negatively, and nearly half of respondents viewed their performance evaluations negatively, neither …

Single Bidders And Tacit Collusion In Highway Procurement Auctions, David R. Barrus, Frank A. Scott Jr.
Institute for the Study of Free Enterprise Working Papers
Collusion in auctions can take different forms, one of which is refraining from bidding. Such behavior may be overt or tacit.Certain aspects of highway procurement auctions facilitate collusive outcomes. We collect data on asphalt paving auctions conducted by the Kentucky Transportation Cabinet from 2005 to 2007. We analyze both the bid participation decision and the pricing decision. We include variables that affect firm’s’ costs as well as variables that capture competitive and strategic effects. Most importantly, we determine the potential service area of each asphalt plant and use that information to determine the potential bidders for each paving project. We …

Cooperation Versus Competition In Works Of Russian Evolutionists, Svetlana G. Kirdina-Chandler, John B. Hall
Cooperation Versus Competition In Works Of Russian Evolutionists, Svetlana G. Kirdina-Chandler, John B. Hall
Economics Faculty Publications and Presentations
The article is in Russian.
One of the fundamental assumptions of mainstream economics is that competing agents maximising individual utility comprise the near totality of economic activity. However, this assumption attracts criticism because there is little experimental evidence to suggest that the competitive model is the only form of economic activity. Therefore, searches for other plausible theoretical foundations for economic activity, such as cooperation and mutual aid, are still relevant. In this connection our inquiry reintroduces a debate which occurred in Russia in the 19th and early 20thcenturies. Responses to Charles Darwin’s “The Origin of Species by Means of Natural …
