Is there a labour movement in China? This contribution argues that China does not have a labour movement, but that contestation between workers, state and capital is best characterized as a form of ‘alienated politics’. Widespread worker resistance is highly effective at the level of the firm be-cause of its ability to inflict losses on capital and disrupt public order. But authoritarian politics in China prevent workers from formulating political demands. Despite the spectacular repressive capacity of the state, the central government has in fact responded to highly localized resistance by passing generally pro-labour legislation over the past decade. This paper examines the effect that venture capital (VC) has on the pay-performancerelationship in listed Chinese firms. We find that VC has a significantly positive effect onCEO compensation and the pay-performance relationship, such effect particularly stronger infirms needing more managerial efforts and discretions (higher growth opportunity or higherlevels of capital expenditure). In addition, we show that VC-backed firms with moremanagerial discretions are more likely to use stock options. The evidence suggests thatventure capital investors use more sensitive compensation contract for top executives inChinese when the need for managerial discretion is greater. Such compensation schemes byVCs enhance firm performance subsequently.

An Evaluation Of The Effectiveness Of Farmland Protection Policy In China, Man Li

This paper examines the effectiveness of the Basic Farmland Protection Regulation in protecting high-quality farmland from urban development in China in the first decade after it came into effect (1995‒2005). The theoretical basis for this study is a spatial urban development model with a splitting equation. The empirical evaluation is conducted with georeferenced, longitudinal data on more than 2,000 counties in the country. Results indicate that the Regulation was effective in preserving farmland with high productivity potential only during the period 1995‒2000. There is no evidence of effectiveness of the Regulation in protecting lands with good irrigation conditions or lands …

In this paper, we investigate the gender gap in education in rural northwest China. We first discuss parental perceptions of abilities and appropriate roles for girls and boys; parental concerns about old-age support; and parental perceptions of different labor market outcomes for girls' and boys' education. We then investigate gender disparities in investments in children, children's performance at school, and children's subsequent attainment. We analyze a survey of nine to twelve year-old children and their families conducted in rural Gansu Province in the year 2000, along with follow-up information about subsequent educational attainment collected seven years later. A comparison of the United States and China shows that electronic government (e-government) can be used to enhance citizens’ access to government as much as government’s access to citizens. Both countries are using e-government initiatives as vehicles to improve internal efficiencies and provide better services to their citizens. This article discusses the increasing use of private military companies (PMCs) in United States' security policy in Africa, and examines this phenomenon in relation to the US' various military training programmes on the continent. We argue that the increasing use of PMCs in US security policy has evolved due to two critical and mutually dependent developments; African state weakness and resource stringency on the one hand, and the US's overwhelming security commitments around the world, combined with military downsizing, on the other. Previous research on China's labor market gender gaps has emphasized the human and political capital disadvantages of women and new discrimination in the reform era. Analyzing the China Urban Labor Survey/China Adult Literacy Survey, this paper shows that while women are significantly disadvantaged by various measures of human and political capital, these disadvantages explain little of the observed gender gaps in employment status and earnings. Instead, gender gaps in employment and earnings are strongly related to family status. It is only married women and mothers who face significant disadvantages. The international literature presents studies of macro mobility (how much income mobility is there in the economy?) and micro mobility (which individuals experience movements of what magnitudes and what are the correlates of these movements?). In China too, both macro mobility and micro mobility studies have been conducted. This paper reviews the existing Chinese studies and proposes additional new work that can be carried out using Chinese panel data sets.

In this paper, we are guided by several questions of which the critical one is whether Sino-African relations are merely opportunistic and based on an ad hoc momentum, or whether they reflect a real strategy based on presence and territorial domination in the new context of competition and cooperation on the reconfigured African continent.
