An important driver of relative decline in America’s international standing is the failure of its political elites to define reality-based foreign policy goals and to relate the diplomatic, economic, and military means at Washington’s disposal to realizing them—the essence of “grand strategy.” For several decades, American policy has been pulled in opposite directions by two competing models of grand strategy. Drawing on literature in China studies, strategic theory, and expert interviews, this article analyzes the possibility of "rare earths" being leveraged by the People's Republic of China (PRC) in a crisis. The evidence suggests China's position in the rare earths market could constitute a significant security liability for the United States. It also seems that even if coercion fails to materialize, China's rare earths policies have the potential to intensify security dilemmas in Sino-American relations.

Drafting Model Laws on Indoor Pollution for Developing and Developed Nations (July 12-13)

On July 12 and 13, 2012, experts convened at Colorado Law to demonstrate the extent to which a model law could help address the global problem of indoor air pollution from inefficient cook stoves. The air pollution that results from inefficiently burning biomass as fuel for cooking has serious health and climatic consequences. The workshop produced two sets of Model Laws and commentaries to help nations solve the problem, and the commentaries were published in the Colorado Natural Resources, Energy, and Environmental Law Review.

The research paper begins with a brief background on socially accepted cultural phenomenon of pederasty and same-sex relations in dynastic China. These practices are removed and medicalized in late pre-modern China. Man people fundamentally misunderstand the reasons why the Chinese Communist Party oppresses Tibetan Buddhism; they aren't concerned with eradicating religion, they want to simply maintain longterm political legitimacy in Tibet.

This Capstone evaluates the elasticity of the revenue system in China, by classifying the revenue sources into three categories: the income tax, turnover tax, and charges and fees. By comparing the annual data and specific elasticity of each category between China and the United States, it is found that the revenue system in China, from 2007 to 2010, was relatively inelastic while the major component of the total revenue keeps pace with the steady growth of the economy. Such a revenue system, though it cannot have an explosive growth when the economy is turning better, can provide sustainable, stable revenue …

The problem of rent-seeking in China’s state-owned enterprises has worsened since the rapid increase in infrastructure investment, such as telecom and railway. State-owned enterprise reform in China has given licensing power to officials and executives without sufficient checks and balances. The Chinese government plans to introduce corporate governance structures and encourage private investment for the previously state-dominated industries, such as the railway industry, in the next decade. Yet these formalities cannot eradicate the political problem of corruption. This article explores the attainments of China and India on measures of basic human development as ingredients of a long-term economic development strategy. It proposes that major differences in ideology and state capacity explain in part why India has fallen behind China. The analysis suggests that these relatively hidden political factors play an important role in transforming and advancing human development not only within India and China but also in other developing and emerging economies. This essay, written in Japanese, is an attempt to construct an integrated framework for analyzing and engaging multi-faceted meanings of history that correspond to different communal experiences of social conflict. The concept of conflict history is introduced to describe a worldview of a conflict party in search of a coherent explanation of the conflict’s origin, evolution, and significance. Four interconnected approaches to conflict history – orthodox, different, mediative, and alternative – are explored to link the factual to the counterfactual, the manifest to the potential in an attempt to expand the scope of historical inquiry.
