Human-caused biodiversity loss is a global problem, large carnivores are particularly threatened, and the tiger (Panthera tigris) is among the world’s most endangered large carnivores. The South China tiger (Panthera tigris amoyensis) is the most critically endangered tiger subspecies and is considered functionally extinct in the wild. The government of China has expressed its intent to reintroduce a small population of South China tigers into a portion of their historic range as part of a larger goal to recover wild tiger populations in China. An Evaluation Of The Effectiveness Of Farmland Protection Policy In China, Man Li

This paper examines the effectiveness of the Basic Farmland Protection Regulation in protecting high-quality farmland from urban development in China in the first decade after it came into effect (1995‒2005). The theoretical basis for this study is a spatial urban development model with a splitting equation. The empirical evaluation is conducted with georeferenced, longitudinal data on more than 2,000 counties in the country. Results indicate that the Regulation was effective in preserving farmland with high productivity potential only during the period 1995‒2000. There is no evidence of effectiveness of the Regulation in protecting lands with good irrigation conditions or lands …

How did the differing strategies adopted to develop tourism in Guizhou and Yunnan affect patterns of economic development and poverty reduction? The answer is paradoxical. Both provincial governments incorporated tourism as part of their overall development strategies, but their tourism sites were distributed and structured strikingly differently. In Yunnan, although tourism contributed to rapid economic growth, it did not reduce rural poverty as much as might be expected from a large rural-based industry. This essay, written in Japanese, is an attempt to construct an integrated framework for analyzing and engaging multi-faceted meanings of history that correspond to different communal experiences of social conflict. The concept of conflict history is introduced to describe a worldview of a conflict party in search of a coherent explanation of the conflict’s origin, evolution, and significance. Four interconnected approaches to conflict history – orthodox, different, mediative, and alternative – are explored to link the factual to the counterfactual, the manifest to the potential in an attempt to expand the scope of historical inquiry. This article discusses the increasing use of private military companies (PMCs) in United States' security policy in Africa, and examines this phenomenon in relation to the US' various military training programmes on the continent. We argue that the increasing use of PMCs in US security policy has evolved due to two critical and mutually dependent developments; African state weakness and resource stringency on the one hand, and the US's overwhelming security commitments around the world, combined with military downsizing, on the other.
