Production, Best Management Practices, And Market Impacts Of Forest Biomass Harvest And Collection In The Mid-Atlantic Region, William E. Smith

Time motion studies were conducted at five mid-Atlantic sites that spanned various operations in West Virginia, Ohio, and Pennsylvania. The harvest systems included integrated harvests where chips were produced in the forest, roundwood systems where only roundwood was produced, and a centralized chipping system. The study collected overall productivity and machine utilization data at the various harvesting operations. The cost per green ton of woody biomass ranged from $18.46 to $39.8 resulting in an average of $30.33 among the five systems. We are experiencing a climate crisis that must be confronted with strategic mitigation. Pomona College contributes to the climate crisis through its emissions for which there is a baseline record. However there is no baseline record of the climate mitigation currently performed by the trees on Pomona’s campus through carbon storage. Although wood pellet biomass corporations frame their recent rapid growth as a victory for “green energy”, troubling evidence of their adverse impacts on climate and environmental justice calls for rigorous investigation of these claims. Contextualizing biomass within the envirotechnical regimes that have created industrial ‘sacrifice zones’ in BIPOC low-income communities in the US South, this paper recharacterizes it as an innovation within oppressive regimes. It further critiques carbon accounting frameworks that designate biomass as renewable despite its greater emissions per capita than coal and carbon debts created by deforestation that could take centuries to rectify. This dissertation investigates two important issues in agricultural commodity processing: (i) biomass commercialization; that is, converting organic waste into a saleable product, from economic and environmental perspectives, and (ii) optimal procurement portfolio design using multiple suppliers and spot market, and the impact of by-product introduction on this optimal portfolio.

The buildup of fuels resulting from decades of fire suppression in California's Sierra Nevada mountains has made its dense forests vulnerable to high severity stand replacing wildfires. Local governments in many rural forest-dependent communities view biomass energy production as a method to restore forest health via fuel removal and waste disposal. This dissertation contributes to the field of energy economics by expanding the knowledge of energy stakeholders’ decisions amid the interdependence of energy and environmental policies. I analyze three specific energy development decisions from multiple stakeholders’ perspectives. Chapter 2 introduces a broader state-level policymakers’ decision on renewable portfolio standards (RPS). The renewable portfolio standards is a state-mandated obligation that requires electric load-serving entities to distribute a certain percentage of electricity generated from renewable sources. Light detection and ranging (lidar) has been applied in various forest applications, such as to retrieve forest structural information, to build statistical models for identification of tree species, and to monitor forest growth. However, despite significant progress in these areas, the choice of regression approach and parameter tuning remains an ongoing critical question. Credible spatial information characterizing the structure and site quality of forests is critical to sustainable forest management and planning, especially given the increasing demands and threats to forest products and services. Forest managers and planners are required to evaluate forest conditions over a broad range of scales, contingent on operational or reporting requirements. This research examines the physical and economic feasibility of 5% biomass co-firing in the coal-fired power plants of Utah. Transportation models is used to find out the physical feasibility of 5% biomass co-firing, as well as locate the supply zone for each power plant that would minimize the transportation cost. Additional cost required for 5% biomass co-firing and the economic benefits associated with biomass co-firing are calculated.
