The assessment of model fit in latent trait modelling, better known as item response theory (IRT), is an integral part of model testing if one is to make valid inferences about the estimated parameters and their properties based on the selected IRT model. This paper examined the concept of strategic planning in librarianship. This article becomes pertinent because few studies have examined academic libraries' planning documents to see how they are prioritizing among the competing issues and challenges facing them in the last two decades.
