Unnecessary involvement in the juvenile justice system generally results in negative long-term outcomes (Annie E. Casey Foundation Website, 2008). The problem lies in determining when involvement is unnecessary and when it is necessary. A juvenile’s path to detention often begins years prior. Research indicates that unnecessary court involvement may contribute to worse outcomes, which can ultimately culminate in detention (Holman & Ziedenberg, 2006). Youth who are formally processed through court are more likely to be under closer supervision, which, in turn, increases their chances of being caught violating curfew, missing school, or committing another technical violation. A lack of cultural appropriate practice introduces barriers to case assessment, diagnostics assessment, intervention, and evaluation (Kirmayer, Groleau, Guzder, Blake, & Jarvis, 2003; Tyson & Flaskerud, 2009; Zayas, Torres, & Cabassa, 2009). Addressing these barriers starts with identifying a framework that provides holistic approach in promoting culturally responsive practice.

Progressive education has a long history within the American K-12 education system dating back to the late 1800s. During this period, two very distinct ideologies represented progressive education: 1) administrative progressives supporting standardization as a means of efficiency and 2) pedagogical progressives supporting child-centered learning based upon a well-rounded education. This study looks at 82 contemporary pedagogical progressive schools to identify common characteristics. Child-centered learning, community integration, and democratic decision-making were the three overarching philosophies covered in this study.
