Disability rights advocates emphasize “Nothing about us without us,” yet a program evaluation or surveillance team’s composition rarely reflects inclusion of the individuals from the disability populations they focus on. Individuals who have lived experience with disabilities should be present during all steps of program evaluation and surveillance projects in meaningful ways to progress the impact of disabilities work. In this paper, we describe a process used by staff at Alaska’s University Centers for Excellence in Developmental Disabilities (UCEDD) to hire, train, and work with individuals with intellectual, development disabilities (IDD) as team members. The Open Defecation Free (ODF) program was initiated by the government to increase access to healthy latrines. This study aimed to evaluate the ODF program using the CIPP evaluation model. A qualitative and exploratory descriptive method was adopted to investigate informants' experiences regarding the program's implementation. Data was explored through semi-structured interviews with 17 informants and analyzed using content analysis. The results showed that the program was crucial as numerous people engaged in open defecation due to economic, geographical, cultural, and knowledge factors. Traditionally, evaluation of global service-learning (SL) programs has been highly focused on student outcomes, rather than community impact. Less documentation exists regarding the impact of SL on the partnerships between the community and higher education. The purposes of this case study are to present the concept of Fair Trade Learning (FTL) as it relates to global SL and demonstrate how the FTL Rubric can be used to evaluate a new global partnership.

International service-learning (ISL) programs in physical and occupational therapy programs are increasing in number. This paper describes a needs assessment and initial program evaluation conducted for a physical therapy ISL program at an orphanage in China. Chinese orphanage staff and Widener University physical therapy students were surveyed. Chinese staff expressed satisfaction with the training and provided suggestions for programming needs. Students identified areas for further education of orphanage staff and suggestions for future program design.

There is a well-documented, bidirectional relationship between mental health and housing instability. When coupled with the complex historical, societal, and political factors contributing to houselessness, the result is a unique set of mental health needs within this community. Despite this, there is a low rate of mental health service utilization and a dearth of research on how to tailor services to meet the needs of unhoused individuals. Additionally, first-hand perspectives are often omitted, as this population is seen as “hard to reach”. This dissertation consists of two chapters that investigate the effect of public health policies on health outcomes.
The first chapter evaluates the impact of the extensive health care reforms enacted between 2003–2013 under the Health Transformation Program (HTP) in Turkey on maternal and infant health outcomes for the poor. By focusing on a specific insurance program (Green Card) expansion that was a part of HTP, I explore changes in infant survival, fertility, and children’s vaccination status. In its various forms, the Smiling Mind Primary School Program (the Program) has been delivered in Australian schools since 2016. The Program is a mindfulness-based social and emotional learning (SEL) program designed for primary school students in Years 1 to 6. It aims to support the mental wellbeing and emotional resilience of students. The Program offers an online, digital, curriculum, delivered by trained classroom educators, that incorporates practices and techniques to help students develop skills for managing stress, building resilience, and enhancing their overall mental health.

Due to technological innovations, there is a need for universities to produce accounting graduates who are proficient in data and analytics, in addition to core accounting skills. A university in Singapore launched the accounting data and analytics (AD&A) second major program to provide students with skillsets in data and analytics. The aim of this study is to examine the efficacy of the AD&A program. 100 participants were surveyed, involving 70 graduates of the program and 30 employers. This study evaluated the effectiveness of school-based mental health (SBMH) services from a mental and behavioral health program at a School District in Southern California, specifically counseling services, on academic performance and attendance for K-12 students. This study targets students from minority groups and low-income families, who often face unmet mental health needs. This research fills a gap in the literature regarding the effectiveness of SBMH counseling services on academic success by analyzing data from 151 participants (N = 151) collected via the school district’s electronic systems, focusing on program enrollment during the 2022-2023 academic year. Research has found that 2S/LGBTQIA+ youth experience disproportionately high mental health concerns and barriers to accessing support. Protective factors such as school-based support, peer support, and mental health interventions have been found to buffer this risk. The Healthy Relationships Program (HRP) for 2S/LGBTQIA+ Youth is a positive mental health promotion program that aims to build resiliency, bolster healthy relationship skills, and promote well-being among 2S/LGBTQIA+ youth. Program development and evaluation can be used to address historical inequities in mental health, but they are scarcely studied in counselor education. The purpose of this pilot study was to examine how taking one social-justice focused CMHC management course impacted 66 counseling students’ social justice identity and program evaluation understanding. Participating students completed a group program proposal focused on social justice and program evaluation. To assess change in their social justice attitudes, behaviors, and program evaluation understanding, they completed a demographic questionnaire, pre-test, and post-test. The use of Mixed Methods (MM) in evaluation has increasingly become a valuable asset in evaluators' methodological toolbox. This thesis fuses Chicane Latine Studies (CLS) and Public Policy methodologies to explore how student-centered organizations can incorporate Decolonial Feminism into their program evaluation pedagogy. In today’s society, the political economy, influenced by structural biases, gravely impacts marginalized communities by overlooking holistic wellbeing as a valid priority. Embodying Decolonial Feminism can help community organizations fight back against systemic inequities and redefine for themselves their existence.
