In Search Of A United Regional Front: Asean Roadblocks And Conflicting Foreign Policies In Addressing The South China Sea Dispute(S), Christian Fortich
Major Papers
The South China Sea has been a major geopolitical flashpoint of the 21st century due to maritime disputes. At stake are billions worth of aquatic resources and untapped energy reserves. Beyond these, larger issues of sovereignty, maritime rights, and the freedom of navigation are in question. The involved parties in the disputes are China, which asserts its historical ownership of more than 80% of the maritime features, and the ASEAN states of Vietnam, the Philippines, Brunei, and Malaysia, which heavily bank on the United Nations Convention on the Laws of the Sea, in ascertaining their claims. ASEAN is supposed to …
Threatening National Security Or Bridging The Digital Divide? A Case Study Of Huawei’S Expansion In Brazil, Julie Jin Zeng
Threatening National Security Or Bridging The Digital Divide? A Case Study Of Huawei’S Expansion In Brazil, Julie Jin Zeng
Rosenberg Institute Scholars
China’s digital footprint has been expanding rapidly in Latin America in the last two decades. Neither the U.S.-China tech war nor the U.S.-led global campaign aimed at Chinese tech firms seemed to be able to reverse the trend. Much of the policy discussion in the western media surrounding China’s digital expansion focuses on the supply side, emphasizing the potential risks of adopting Chinese technologies. Yet there remains scant research on the demand side— namely, how policymakers in developing countries perceive Chinese tech firms and how they maneuver amid the intensifying rivalry between the U.S. and China. Why did Chinese tech …
China’S Changing Perspective On The Wto: From Aspiration, Assimilation To Alienation, Henry S. Gao
China’S Changing Perspective On The Wto: From Aspiration, Assimilation To Alienation, Henry S. Gao
Research Collection Yong Pung How School Of Law
Since its accession to the WTO twenty years ago, China’s image has shifted from a good student aspiring to assimilate itself into the multilateral trading system to one that is increasingly alienated from key WTO principles. How has China’s perspective on WTO been evolving? What are the reasons behind China’s changing perspective? This chapter addresses these questions from the Chinese perspective with a comprehensive analysis of the key moments in China’s first two decades in the WTO, followed by practical suggestions on how to engage China more constructively in the WTO and beyond.
An Overview Of Sino-Indian Relations In The Last 15 Years, Suchi Patel
An Overview Of Sino-Indian Relations In The Last 15 Years, Suchi Patel
Undergraduate Theses and Capstone Projects
India and China are emerging as two of the most powerful countries in the world, threatening the dominance that Western nations have known for so long in recent history. With a rich and dynamic history behind both of these nations, there are many geopolitical factors at play when analyzing the nature of their relationship. Previous media that is widespread in news and magazines have often painted one as a villain and the other as heroic, depending on its political stances. Through analysis of peer-reviewed journals, economic data from the respective governments and the Observatory of Economic Complexity, along with cross-sectional …

Author: Richard Overy
Reviewed by Jonathan Klug, colonel, US Army, and assistant professor, Department of Military Strategy, Planning, and Operations, US Army War College
Many track the start of World War II to Poland in 1939.In Blood and Ruins, Richard Overy contends the 1931 Japanese invasion of Manchuria was the start of an Asian war that later merged into the 1939 war in Europe when Japan attacked America. The book addresses policy and strategy as well as operational, technical, and tactical issues.

Rule Violation And Time-To-Enforcement In Weak Institutional Environments: A Good Faith Perspective, Jun Xia, Yusi Jiang, Heli Wang, Yuan Li
Rule Violation And Time-To-Enforcement In Weak Institutional Environments: A Good Faith Perspective, Jun Xia, Yusi Jiang, Heli Wang, Yuan Li
Research Collection Lee Kong Chian School Of Business
Previous studies on corporate misconduct have focused mainly on preventing misconduct or remedying it after detection, but it remains unclear how misconduct can be effectively detected in the first place once it occurs. We apply the good faith perspective in the context of China, which represents a weak institutional environment, and argue that the ability of culpable leaders to conceal information may delay misconduct disclosure because such ability helps maintain the good faith of regulators. Moreover, we argue that because the regulators have faith in professionals (external auditors, institutional investors, and securities analysts) whose skills are in fact often underdeveloped …
Public Communication Of Audit Risks And Related-Party Transactions: Evidence From China, Ole-Kristian Hope, Heng Yue, Qinlin Zhong
Public Communication Of Audit Risks And Related-Party Transactions: Evidence From China, Ole-Kristian Hope, Heng Yue, Qinlin Zhong
Research Collection School Of Accountancy
This paper examines whether and how firms' engagement in related-party transactions (RPTs) is shaped by public communication of audit risks as required by the expanded audit report. Using the phased regulatory changes in China and a difference-in-differences design with firm fixed effects and matching, we find that firms significantly reduce their RPTs after the adoption of expanded audit reports (EARs). To investigate potential mechanisms, we find that (1) investor scrutiny increases after the adoption of EARs, (2) the reduction of RPTs is more pronounced when EARs are more likely to attract investor attention, and (3) the reduction of RPTs is …
Ten Years As Boundary Object: The Search For Identity And Belonging As 'Hongkongers', John Lowe, Espena Darlene Machell, George Wong
Ten Years As Boundary Object: The Search For Identity And Belonging As 'Hongkongers', John Lowe, Espena Darlene Machell, George Wong
Research Collection College of Integrative Studies
This article examines the complex process of symbolic boundary-making of ‘Hongkonger’ cultural identities through the lens of the controversial 2015 film Ten Years, which is a celebrated omnibus production comprised of five short segments that picture a dystopic end to Hong Kong’s cherished way of life in the year 2025. The article is premised on an interdisciplinary approach engaging with cultural studies and film studies. On one hand, it explores how Ten Years functioned as a boundary object, a vast terrain within which cultural identities of what it means to be a Hongkonger are constructed, banished, imagined, and performed under …
Challenges And Responses : The Impact Of Classification Methods Of Policies On First-Generation College Students In China And The Us, Ken Cheng
SOC 605 Comparative Social Policy Research Project - Student Works
In China and the United States, with the expansion of higher education, more and more people have become the first-generation of college students in their families. However, while gaining opportunities for social upward mobility, they also face many challenges, and the formation of these challenges is related to their multiple identities. In China, these challenges are more related to regional development differences, while in the United States, they are more impacted by identities such as immigrants and ethnic minorities. At the same time, the governments, universities, and society of both countries have introduced various policies to support first-generation college students, …

Ai And National Security: The United States Risks Losing Its Competitive Edge, Royce Morris
Liberty University Journal of Statesmanship & Public Policy
Recent developments in artificial intelligence (AI) have caused concern over the ethical implications of large-scale AI implementation. As a result, leading technologists and computer scientists have advocated an incremental rather than comprehensive approach to AI development and implementation to allow ethical and structural guidelines to provide a public safety net. However, such an approach does not account for the geopolitical and national security implications of lagging behind competitors like China, who have publicly stated goals of reaching AI supremacy within the next ten years. This article presents a national security analysis of the risks to American national security by allowing …

Award-winning author Paul Scharre’s latest work, Four Battlegrounds: Power in the Age of Artificial Intelligence, envisions artificial intelligence as ushering in a “new industrial revolution” with big military, economic, and political implications. The reviewer sees this “readable, tightly structured” book as “fascinating and important work from a US national security studies perspective” and “after-hours supplemental reading for US military and policy professionals who want to understand the political-military importance of AI and its strategic (in fact, civilizational) implications for the future.”

Assessing The Threat Of Social Media To National Security: Information Operations In The 21st Century, Brendan M. Cullen

The ubiquity of social media has enabled an unprecedented amount of personal data to be accessible to various entities. Social media platforms leverage this data to optimize algorithmic recommendation systems, persuade users to engage, and promote monetization. The social media ecosystem’s business model demands continuous engagement and the relentless collection of user data to grow and scale. Not only is social media massively popular around the world, but it has integrated heavily into users’ daily lives. This integration is driven by social platforms’ deliberate architectures and affordances. The intentionality of social media can be exploited by state and non-state actors …
The Effect Of Power Shifts On War, Jeffrey D. Torrieri
The Effect Of Power Shifts On War, Jeffrey D. Torrieri

Instances where an actor is experiencing a significant gain in power or is watching the power they once had slowly slip away seem like breeding grounds for conflict. This gives rise to the question: What effect does the rapid rise or decline of a significant actor’s power in the international system have on the likelihood that a system-changing war will occur? The basis of my answer to this question lies in both the power transition theory and the theory of hegemonic war. By critically analyzing the two aforementioned theories, addressing scholarly critiques of these theories, and making predictions about a …

Why Do Farmers’ Cooperatives Fail In A Market Economy? Rediscovering Chayanov With The Chinese Experience, Zhanping Hu, Qian Forrest Zhang, John A. Donaldson
Research Collection School of Social Sciences
In The Theory of Peasant Cooperatives, Chayanov develops the theories of differential optima and vertical integration, which stress the vulnerability of peasant farming in capitalist markets, and argues that cooperatives can support smallholders only if they operate as ‘a cooperative movement’, are buttressed by a strong ‘cooperative culture’, and achieve ‘vertical integration’. Based on extensive fieldwork in China, we identify six major obstacles that explain the failure of most cooperatives. Chayanov’s arguments caution us to not only the vital importance of cooperatives to the resilience of peasant farming, but also the apparently insurmountable obstacles that cooperatives face in market economies.

With the rapid advancement of digital finance in China, accessing wealth management services through digital platforms has become considerably convenient. However, the potential impact of digital platform investments on residents' consumption remains a relatively unexplored question. This study addresses this gap by leveraging a unique dataset obtained from one of China's largest fintech companies, encompassing individual-level data on consumption and investment. Our findings indicate that engaging in digital platform investments can indeed stimulate residents' consumption. Importantly, participation in digital platform investment has an inclusive effect, with a more pronounced marginal impact on consumption among low-income residents and in-dividuals residing in …
Repressive-Responsive Parameters Of Autocracies In Asia: Vietnam And China Compared, Nhu Truong
Repressive-Responsive Parameters Of Autocracies In Asia: Vietnam And China Compared, Nhu Truong
Rosenberg Institute Scholars
Moving beyond crude dichotomies of regime types, this article examines how state strategies of repression and responsiveness vary across autocracies in Asia. Specifically, Vietnam and China show significant variance on the reactive-institutionalized spectrum when it comes to land expropriation. Whereas Vietnam has systematically strengthened mechanisms against arbitrary land seizures, China has reactively opted for sketchy and ad-hoc reforms to curtail land conflicts. This article discloses the repressive-responsive parameters of autocracies in Asia through an original framework that allows for sharper analytical differentiation of how autocracies differ.
Geographic Distance And State's Grip: Information Asymmetry, State Inattention, And Firm Implementation Of State Policy, Xiyi Yang, Heli Wang, Xiaoyu Zhou
Geographic Distance And State's Grip: Information Asymmetry, State Inattention, And Firm Implementation Of State Policy, Xiyi Yang, Heli Wang, Xiaoyu Zhou
Research Collection Lee Kong Chian School Of Business
In this study, we develop the argument that geographic distance between the state and local governments undermines the state's capacity to influence the implementation of state policies by local organizations. Drawing from information economics and the attention-based view, we propose that physical distance reduces the state's monitoring effectiveness through two interrelated mechanisms: information asymmetry and state leaders' inattention to distant issues. Using data of Chinese public firms' implementation of environmental activities between 2008 and 2016, we find that firms conduct fewer environmental activities required by the state when they are regulated by local governments that are more geographically distant to …

Constrained By Localized Attention Focus: The Negative Effect Of Firm-Specific Knowledge On Exploratory Firm Innovation, Bilian Ni Sullivan, Kaixian Mao, Heli Wang
Research Collection Lee Kong Chian School Of Business
Integrating the resource-based view (RBV) and attention-based view (ABV), this study explores the impact of firm-specific knowledge (FSK) on a firm's exploratory innovation and the role of government support in this process. We argue that firms with a high degree of specificity in their knowledge assets tend to have a more localized attention focus, leading to those firms with less exposure to distant and diverse information and knowledge. Consequently, such firms are likely to have reduced exploratory innovative outputs. However, government resource support could expand a firm's attention focus beyond local searches, mitigating its negative effects. Based on a unique …

How To Understand China's Approach To Central Bank Digital Currency?, Heng Wang

China's central bank digital currency (CBDC), digital yuan or e-CNY, is likely to profoundly affect the international financial system. China's CBDC is fast evolving. Understanding the influencing factors of China's CBDC will likely be crucial to explore its future direction. Major influencing factors include (i) China's perception and conception of regulation and technology, (ii) complementarity between China's preferences and CBDC development, (iii) domestic and international legitimacy, and (iv) institutional development. This paper argues that these influencing factors contribute to China's likely approach of selectively reshaping the international financial system. Given the potential wide-ranging implications of the introduction of CBDC globally, …

Recent Russian aggression in Ukraine has reenergized military strategists and senior leaders to evaluate the role of strategic Landpower. American leadership in the European theater has mobilized allies and partners to reconsider force postures for responding to possible aggression against NATO members. Although Russian revisionist activity remains a threat in Europe, the challenges in the Pacific for strategic Landpower must also be considered. At the same time, the homeland, the Arctic, climate change, and the results of new and emerging technology also challenge the application of strategic Landpower. This publication serves as part of an enduring effort to evaluate strategic …

The Strategic Importance Of Taiwan To The United States And Its Allies: Part Two – Policy Since The Start Of The Russia-Ukraine War, Luke P. Bellocchi
The US Army War College Quarterly: Parameters
Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

Competition Among Purposes: The Chinese Experience In The Governance Of Climate Change And Energy Transition, Henry S. Gao, Weihuan Zhou
Research Collection Yong Pung How School Of Law
Energy governance at the international level is fraught with difficulties due to the 'competition among purposes' between different bodies of international law. In this paper, we extend this thesis to argue that the same tension may be found in domestic energy governance. Drawing from China's experience in the governance of climate change and energy transition, we analyse how the misalignment of incentives between different actors and the incomplete market reform led to a drastic shift in policy in 2021. We also compare the different approaches in China's energy governance and trade governance and draw some general lessons on how developing …

Book Review: Philip Ball. The Water Kingdom: A Secret History Of China, Robert Bedeski
Comparative Civilizations Review
Over centuries scores of sinologists have sought to define the essence of China. Philip Ball addresses and goes well beyond the materialist paradigm of Karl Wittfogel’s hydraulic thesis, which described the role of water management in China as stimulating state development. In his theory, government emerged as the central institution to manage transportation, flood control and irrigation. Ball also sees water management as critical in Chinese civilization and injects his description with spiritual and moral content, drawing on poetry, art, biography and extensive reference to historical events. His book is an exploration of the role of water in China’s culture, …
Household Environments And Functional Decline Among Middle-Aged And Older Adults In China, Dandan Zhao
Household Environments And Functional Decline Among Middle-Aged And Older Adults In China, Dandan Zhao
All Theses
This thesis investigates the associations between household social, economic, and physical environment conditions and the trajectory of self-reported functional limitations over time among middle-aged and older adults in China. Despite the increasing interest in the impact of household environments on functional decline, most existing studies are cross-sectional or concern changes in functioning observed in two waves of surveys, and they primarily focus on the influence of one condition. This thesis explores how the trajectory of functional decline is influenced jointly by multiple household factors, including living arrangement, annual living expenditure per capita, indoor air pollution resulting from solid fuels, and …

A Constructivist Analysis Of China’S Geopolitical Economic Strategy Toward Africa: A Case Of Sino-Tanzanian South-South Cooperation, Azza Bimantara
Global: Jurnal Politik Internasional
This article discusses China’s foreign policy toward African countries by examining Sino-Tanzanian South-South Cooperation (SSC). By utilising a modified, state-centric social constructivism, this study identifies domestic and international realms of China’s normative structure responsible for shaping China’s identities within the international community. It also explains how China can reconcile its competing identities between a Global South and rising great power statuses, which gives China the ability to combine its normative interest (i.e., Global South solidarity) and material interest (i.e., the geopolitical-geoeconomic strategy) into a diverse project of SSC with positive and proactive perception from Tanzania. This study contributes toward the …

From Rivals To Partners: The Evolution Of Environmental Cooperation Among China, Japan, And Korea, Changrui Yuan, Brice Tseen Fu Lee
Global: Jurnal Politik Internasional
This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The study also suggests some strategies for further deepening and empowering the trilateral cooperation, such as developing the environmental protection industry and carbon trading market, involving funds and non-state actors, and improving institutionalization. While acknowledging the achievements and …
