Since the emergence of plastic over 100 years ago, businesses have increasingly relied on them to protect products. While convenient, the proliferation of plastic packaging is a major contributor to pollutants in the soil, oceans, and bodies of humans and animals alike. Goals in states like Maine seek to reduce the amount of waste and alleviate these issues. However, the deeply embedded popularity of disposable packaging and lack of reliable waste processing capabilities has caused Maine to fall short of its goals. Substance Use Research & Evaluation
Healthy Community Coalition (HCC), in coordination with the Rural Health Action Network (RHAN) of greater Franklin County, is implementing a multi-faceted outreach program to improve health outcomes among the rural poor living with chronic conditions in greater Franklin County, Maine.
The goals of the Franklin County Rural Health Action Network Enhanced Outreach Initiative (RHAN-EOI) include:
- Expand access to quality services;
- Expand training for community health extenders;
- Decrease hospital admissions, emergency department use, and costs; and
- Improve communication and care coordination across project partners

Climate change is a wicked problem with global impacts, one of which being the sustainability of the existing global food system. As temperatures and variability in precipitation are projected to increase, the challenges to agriculture are expected to intensify. This thesis examines the Maine historical climate record over the growing season, in combination with future projections, to assess how conditions have changed and will change with agricultural implications. In this analysis, relevant climatic variables are analyzed, and agriculture-significant measures are derived for Maine’s three climate divisions using four decades of daily and monthly gridded datasets. We conducted a Northern New England survey to understand the impacts of the COVID-19 pandemic on food security, food access, home food production, health behaviors, and health outcomes. The surveys were conducted in the spring of 2022 (April-May) with a total of 1,013 adults (598 in Maine and 415 in Vermont) responding to the survey. Key findings include:1. The prevalence of food insecurity remains similarly high to early points in the pandemic, likely driven by inflation and food prices, and long-term impacts from the pandemic. 2. The majority (62%) indicated the recent rise in food prices affected their food purchasing, …

This research project aims to gather further insight of challenges aging LGBTQ+ individuals face while accessing healthcare; specifically nursing care facilities in the state of Maine. This is an exploratory pilot study that used mixed methods of quantitative survey questions and included open-ended questions. The researchers used a nonrandom, purposive sampling of LGBTQ+ individuals aged 65+ who are accessing residential nursing care, nursing care facility staff members, and family members of LGBTQ+ actively or previously in residential care facilities. Homelessness and lack of stable housing is often a barrier to achieving stability for individuals who are experiencing homelessness (IWAEH) with an OUD. In order to meet the complex needs of IWAEH with OUD, the Department of Health and Human Services funded a pilot program in 2021, the Homeless Opioid Users Service Engagement (HOUSE) Program; clinicians at Greater Portland Health provide clients with low-barrier Medication Assisted Treatment (MAT), while staff at Preble Street provide casework support and rapid housing assistance to individuals who have been identified as being at high risk of overdose, are experiencing homelessness, and are diagnosed with …

Through a collaborative effort led by the Healthy Community Coalition, the multi-sector Rural Addiction Care Expansion (R.A.C.E.) to Recovery initiative consortium is utilizing evidence-based, community-wide response to impact and reduce the effects of the opioid epidemic in the Western Maine Public Health District/ Greater Franklin County. To assess and evaluate the implementation, successes, and challenges of the RACE to Recovery project, the Cutler Institute is collecting and analyzing data for both process and outcomes of the initiative.

Maine Department of Health and Human Services contracted with the Catherine Cutler Institute at the University of Southern Maine to conduct a baseline needs assessment. The overall goal was to better understand the current capacity to address substance use in Maine; find barriers to receiving and utilizing SUD treatment and recovery services; and identify any gaps in SUD-related services in the state. Privately owned water is the primary source of drinking water for 43 million Americans. Although residential or private wells are susceptible to a variety of contaminants, the Safe Drinking Water Act of 1974 positions individuals as responsible for the testing, remediation, and management of this water. Despite the elevated presence of arsenic in Maine, which is linked to various cancers, cardiovascular disease, and neurological damage, little is known about how private well owners perceive the safety and quality of their own water.

The intent of this thesis is to explore the role that social norms and values play in natural resource management systems and to see how communities may spread their social norms through ecological storytelling. The Maine lobster industry and Wabanaki communities in Maine are used as two examples for resource management systems. The Maine lobster fishery is known for being one of the most sustainable fisheries in the world.
