Police Body Cameras And Liability Insurance: The Deterrent To Police Misconduct?, Noel Otu, Ben-Edet Emmanuel, Edidiong Mendie, Ihekwoba Declan Onwudiwe

Criminal Justice Faculty Publications and Presentations

The Justice in Policing Act of 2020 propose mandatory body cameras for all uniformed federal officers in the United State. Advocates of this policy insist the practice will enhance police accountability and has the potential to also reduce police misconduct. In the same vein, advocates of mandatory liability insurance for police officers argue the policy will likely deter police officers from engaging in misconduct. How effective these policies are in enhancing police accountability and reducing police misconduct remains debatable. T his paper examined the arguments for whether or not police body cameras have positively influenced police officers’ behavior based on …

Dynamic Disclosure: An Exposé On The Mythical Divide Between Voluntary And Mandatory Esg Disclosure, Lisa Fairfax

In March 2022, for the first time in its history, the Securities and Exchange Commission (the “SEC”) proposed rules mandating disclosure related to climate change. The proposed rules are remarkable because heretofore many in the business community, including the SEC, vehemently resisted climate-related disclosure, based primarily on the argument that such disclosure is not material to investors. This resistance is exemplified by the current lack of any SEC disclosure mandates for climate change. The proposed rules have sparked considerable pushback including allegations that the rules violate the First Amendment, would be too costly, and focus on “social” or “political” issues …

Embracing accountability to others for one’s responsibilities within relationships is important for flourishing, yet underexamined. An interdisciplinary team defined the construct of accountability and developed an 11-item single-factor Accountability Scale. In national samples with US census demographic representation (total N = 1257), we conducted psychometric analyses using methods from classical test theory (exploratory and confirmatory factor analyses) and item response theory. The Accountability Scale demonstrated internal consistency, construct validity, test-retest reliability, and incremental validity. Accountability correlated positively with relational variables (agreeableness, empathy) responsibility-oriented variables (conscientiousness, self-regulation), virtues (gratitude, forgiveness, limitations-owning humility), relational repair, perceived meaning presence, and flourishing, inversely with …

The Enactment Of Quality Assurance Policies In Ecuadorian Higher Education: A Case Study In The Public Universities In The Province Of Manabí, Diego R. Sornoza Parrales Jul 2022

The Enactment Of Quality Assurance Policies In Ecuadorian Higher Education: A Case Study In The Public Universities In The Province Of Manabí, Diego R. Sornoza Parrales

Electronic Thesis and Dissertation Repository

This study investigates how the administrators in the research and quality assurance offices in the regional universities in Ecuador enact the national research quality assurance policy. The massification and diversification of higher education and the internationalization, as well as globalization of higher education institutions create an increasingly competitive environment. Given this competition, resources are scarce, resulting in more frequent and more aggressive budgetary constraints. Government and national funding agencies are including the notion of “quality” in their policies to measure the performance and efficiency of universities and determine budget allocation, demanding universities to “prove their value” to remain operational. In …

Professional Learning Cultures At Work: How Principals Serve As Catalysts For Learning, Christopher J. Tranberg Jun 2022

Professional Learning Cultures At Work: How Principals Serve As Catalysts For Learning, Christopher J. Tranberg

Doctoral Dissertations

Principals are an influential factor in a child’s academic success (Manna, 2015; Louis et al., 2010; Waters et al., 2003). Although the path of influence is often indirect, principals affect student learning by developing and sustaining strong professional learning cultures (Hattie, 2009; Leithwood & Jantzi, 2012). As a result of the complexities surrounding principalship, a desire to understand the attributes, skills, and leadership actions of successful principals persists as an international focus of educational research. This study examines principalship through the experiences of various stakeholders within a school system utilizing a descriptive single case study ethnographic qualitative approach. This approach …

Lobbying Regulation, John Hogan, Alberto Bitonti May 2022

Lobbying Regulation, John Hogan, Alberto Bitonti

Books/Book Chapters

Lobbying regulation is a public policy approach capable of enriching participatory democracy while decreasing the dangers of corruption sometimes associated with lobbying. Here we present some insights into the state of lobbying regulations around the world today for scholars, practitioners and for society at large. We discuss the challenges in terms of defining lobbying and its regulation both academically and legislatively. We explore the broad context of lobbying regulation and the range of lobbying registers that have emerged over the years. The motivations for the introduction of lobbying regulations are also considered. The chapter finishes by comparing and classifying the …

The Impact Of Virtual Learning Modalities On The Academic Success Of Students In One Arkansas School District, Diane F. Richards

ATU Theses and Dissertations 2021 - Present

The COVID-19 pandemic changed the way Arkansas public schools’ offered students an education. While moving through this pandemic, many Arkansas schools implemented optional methods of delivery for their students. Some schools tried to maintain face-to-face classes, while others offered completely online classes. Still, others offered a hybrid format where students attended some face-to-face classes and online classes. One Arkansas school district offered all three options. School districts need guidance as to which teaching methods worked well. The long-term effects of the educational impact of COVID-19 are not known at this time. Schools could benefit from a guide with useful strategies …

Developing Policies And Procedures For Restorative Accountability At Southwestern Assemblies Of God University, W. Lance Meche May 2022

Developing Policies And Procedures For Restorative Accountability At Southwestern Assemblies Of God University, W. Lance Meche

Doctor of Ministry Theses

This project was designed to address a lack of policies and procedures at Southwestern Assemblies of God University that support its restorative accountability approach in addressing student conduct violations. The student handbook provides rights and responsibilities afforded each student as well as the procedures that appointed staff members are to follow in the event that campus policies are violated; however, the language used in the student handbook did not address modern student culture, nor did it procedurally assist staff members in helping students to develop spiritually. The project intervention involved staff members who address student violations with grace as well …

Financial Indicators Of Bankruptcy Risk In Local Government Entities, Beth Parker Seymore May 2022

Financial Indicators Of Bankruptcy Risk In Local Government Entities, Beth Parker Seymore

Doctoral Dissertations and Projects

The efficiency and stability of a local government can impact the lifestyle of its citizens. While Chapter 9 bankruptcies are not common, when they do occur, they can be disruptive and extremely costly. Scholarly literature on bankruptcy prediction focuses primarily on corporate bankruptcies. Therefore, a gap exists regarding predictors specific to municipal bankruptcies. This non-experimental quantitative study examined the relationship between the financial indicators of those government entities that have declared bankruptcy as compared to financial indicators from similar government entities that have not declared bankruptcy in order to identify possible predictors of bankruptcy. The analysis established that two financial …

Accountability As A Key Virtue In Mental Health And Human Flourishing, John R. Peteet, Charlotte Vanoyen-Witvliet, C. Stephen Evans

We propose that accountability plays an implicit, important, and relatively unexamined role in psychiatry. People generally think of accountability as a relation in which one party is held accountable by another. In this paper, we examine accountability as a virtue, drawing on philosophy, psychiatry, and psychology to examine what it means to welcome being accountable in an excellent way that promotes flourishing. When people manifest accountability as a virtue, they are both responsive to others they owe a response, and they are responsible for their attitudes and actions in light of these relationships. Psychiatric treatment often aims to correct disordered …

A Framework For Assessing Accountability In Collaborative Governance: A Process-Based Approach, Seulki Lee, Sonia M. Ospina Mar 2022

A Framework For Assessing Accountability In Collaborative Governance: A Process-Based Approach, Seulki Lee, Sonia M. Ospina

Research Collection School of Social Sciences

Despite the complexities involved around the accountability mechanisms of collaborative governance, little is known about how to assess accountability at the network level and disentangle possible accountability deficits. This study first explicates the nature of collaborative governance accountability in contrast to accountability in traditional public administration and market-based governance. The analysis shows how collaborative governance accountability is distinctive: (a) accountability relationships shift from bilateral to multilateral; (b) horizontal as well as vertical accountability relationships are involved; (c) not only formal standards but also informal norms are used; and (d) accountability challenges move from control/audit issues to trust-building and paradox management …

Ethical Leadership Effects On Medical Laboratory Personnel Accountability Behaviors, Claude-Marthe Daverdine Cherizard Jan 2022

Ethical Leadership Effects On Medical Laboratory Personnel Accountability Behaviors, Claude-Marthe Daverdine Cherizard

Walden Dissertations and Doctoral Studies

Ethical scandals have continued to generate disturbances in the corporate world and have encouraged ethics studies in organizations. Research has shown there is a relationship between ethical leadership and employee accountability in a variety of organizational settings, including healthcare. However, in medical laboratories that relationship has not been explored. A quantitative study was conducted to examine if medical laboratory employee perceptions of manager ethical leadership was associated with their own accountability behavior. A total of 69 participants responded online to three instruments to measure the study variables: ethical leadership was assessed by the Ethical Leadership at Work Questionnaire, employee accountability …

Employee Satisfaction And Perceptions Of Organizational Leadership Accountability, Caroline M. Clancy Jan 2022

Employee Satisfaction And Perceptions Of Organizational Leadership Accountability, Caroline M. Clancy

All Graduate Theses, Dissertations, and Other Capstone Projects

Leadership can truly make or break an organization with regard to virtually every work-related outcome. So, what characterizes an effective leader? Research suggests that leaders who embody organizational values and are held to same standards as their subordinates are related to optimal organizational outcomes. These values and standards start with an organization’s accountability practices. We hypothesize that perceptions of accountability will demonstrate a positive relationship with job satisfaction (H1) and a negative relationship with turnover intentions (H2). Additionally, communication will moderate the relationship discussed in our first hypothesis (H3). Finally, communication will moderate the relationship discussed in our second hypothesis …

Enhancing Police Accountability And Legitimacy, Daniel L. Stageman Jan 2022

Enhancing Police Accountability And Legitimacy, Daniel L. Stageman

Publications and Research

As the institution responsible for exercising the state monopoly on violence within U.S. borders, the legitimacy of policing depends on its accountability through the democratic process. Ideally, police in a democracy are authorized by the voting public to use force in a manner that is limited, justifiable, and clearly in service of the aims of public safety and law enforcement - in other words to prevent the social harms associated with criminal behavior. A combination of factors including structural inequality, historical associations with white supremacy, and hyperlocal oversight structures present significant challenges to police legitimacy, especially in highly policed communities …

In My Backyard: Bioregional Communities As A Climate Mitigation Strategy, Zoe Johnston Jan 2022

In My Backyard: Bioregional Communities As A Climate Mitigation Strategy, Zoe Johnston

Capstone Showcase

The urgency of the climate crisis requires an immediate revisioning of our society in order to mitigate the worst environmental consequences. This paper explores one possible climate mitigation strategy, bioregionalism, a theoretical vision of re-localizing economies and defining their reach by natural boundaries (Curtis 2003; Cato 2011). This idea of relocalization emerges from an understanding that globalized capitalism has exacerbated, if not engendered, the climate crisis. Local communities represent an alternative method of organizing in which people are more directly connected to the land that they live on. One major critique of bioregionalism, made by Albo (2007) and Hahnel (2007), …

Presidential Accountability And The Rule Of Law: Can The President Claim Immunity If He Shoots Someone On Fifth Avenue?, Claire Oakes Finkelstein, Richard Painter Jan 2022

Presidential Accountability And The Rule Of Law: Can The President Claim Immunity If He Shoots Someone On Fifth Avenue?, Claire Oakes Finkelstein, Richard Painter

Can a sitting President be indicted while in office? This critical constitutional question has never been directly answered by any court or legislative body. The prevailing wisdom, however, is that, though he may be investigated, a sitting President is immune from actual prosecution. The concept of presidential immunity, however, has hastened the erosion of checks and balances in the federal government and weakened our ability to rein in renegade Presidents. It has enabled sitting Presidents to impede the enforcement of subpoenas and other tools of investigation by prosecutors, both federal and state, as well as to claim imperviousness to civil …
