Assessment and Reporting
Designed as household-based assessments, citizen-led assessments (CLAs) are implemented by local organizations who assess children in their homes, thus reaching the most marginalized children, families, and communities, often in remote areas. CLAs add an essential piece of information for truly monitoring progress and help realistically represent the learning levels of all children – at national, regional, and global levels. By using simple tools and easy-to-understand reports, CLAs engage parents and community members in discussions about learning and help foster understanding of the importance of ensuring quality education through civil action. Investigating The Role Of Social Capital And Everyday Communication In Campus Community Resilience During The Covid-19 Pandemic, Kaleb A. Turner

This thesis investigated the role of social capital and everyday communication in campus community resilience capacities during the COVID-19 pandemic. This study conceptualized the university community as a micro-community that experienced sharp disruption as a result of the COVID-19 pandemic. In the same way that traditionally conceptualized communities harness communication to build resilience, this study provides evidence that micro-communities, such as the university campus, have the same potential. Focus groups with students, faculty, and staff, as well as one-on-one semi-structured interviews with students, resulted in 557 pages of single-spaced transcripts that provided rich data to understand this community resilience context. …

When studying local state building this article addresses the questions how does state led conflict mitigation in post conflict Rwanda work? How is it experienced by the citizens in terms of participation, accountability and local state legitimacy? Theoretically, the study engages with literature on state-building, state society relations and local conflict mitigation. Decentralization has been an alternative mechanism of coordination to bureaucratic control. Although decentralization is a very old idea, we do not have enough clarity about how decentralization works and how this alternative can effectively help to overcome some of the problems attributed to traditional bureaucracies. In this dissertation, I bring further insights into the decentralization of decisions through two angles. First, by studying how and for what purposes crowdsourcing, a novel technology-based practice used to decentralize decisions and tasks towards citizens, has been used in government (Chapters 2 and 3).
