Of the nearly 1,000,000 children of active duty members of the military, around 80% attend civilian schools not affiliated with the Department of Defense Education Activity ([DoDEA] DoDEA, 2018; Department of Defense [DoD], 2018). This creates a need for schools to be aware of the challenges that military-connected (MC) students face and understand how best to support them. Recent research indicates that the prevalence of mental health problems in MC youth populations has been rising since the war on terrorism began (De Pedro et al., 2011). Brazilian education has specific cultural and regional traits that infuse the school settings and vast inequalities that go beyond cultural and socioeconomic levels. All that contributed to creating two different school settings: the private and the public. The purpose of this article is to understand from a historical perspective how policies and laws were developed throughout different political periods and how they contributed to the formation of the educational setting in Brazil.

This qualitative study used a phenomenological approach to capture the lived experience of non-relational foster families navigating the Colorado public education system. While most research on children in foster care looks at all sub-populations of foster care combined, this is the first known study to focus solely on non-relational foster families navigating the education system. I explored non-relational foster parents experience navigating the education system for the school-age children in their care through a semi-structured two-interview approach.
