Introduction

Obesity disproportionately affects rural communities, and Appalachia has some of the highest obesity rates in the nation. Successful policy, systems, and environmental (PSE) interventions to reduce obesity must reflect the circumstances of the population. We used a health equity lens to identify barriers and facilitators for healthy food access in Martin County, Kentucky, to design interventions responsive to social, cultural, and historical contexts.

Methods

Measuring The Spread Of Covid-19 In Kentucky: Do We Have The Right Data?, Kenneth R. Troske, Paul A. Coomes

We examine various measures of COVID-19 infections, hospitalizations and deaths, with an emphasis on data for Kentucky. We find that: Data on the number of new reported cases of the disease obtained from convenience samples (as opposed to representative random samples) is an inaccurate measure of the spread of the disease in the State. Using CDC data and national studies, it appears that there were ten times the number of infections in March than reported for Kentucky at the time and by September the State is still capturing only one out of two people infected.

Background: Appalachian Kentucky has higher-than-average rates of preterm birth (PTB)—a health disparity associated with increased maternal and fetal/neonatal morbidity and neonatal mortality. Transvaginal ultrasound (TVU) cervical length measurement is the best predictor of PTB risk, but is underutilized in Appalachia. This study explores prenatal care providers' TVU-related knowledge and practices, and identifies barriers and facilitators, which impact the adoption of this evidence-based technology.

Understanding the reasons for better‐than‐expected performance across Kentucky's 173 school districts, taking into account student outcomes, backgrounds, and school district characteristics. Building on the previous work with school districts and using school-level data, this paper discusses the estimated expected level of school-level performance using district-level fixed effects. From this broad range of student outcomes, family and community backgrounds, and school characteristics, we identify schools that have performed better than expected—which we refer to as “bright spots.”

Aim of the study: Use LiDAR-derived vegetation and terrain characteristics to develop abundance and occupancy predictions for two terrestrial salamander species, Plethodon glutinosus and P. kentucki, and map abundance to identify vegetation and terrain characteristics affecting their distribution.

Area of study: The 1,550-ha Clemons Fork watershed, part of the University of Kentucky’s Robinson Forest in southeastern Kentucky, USA.

This study operates under the assumption that residents in Jefferson County have unequal access to food. This study also addresses the question of how residents and local non-profits feel about strategies that build community through food. In the absence of a vaccine or more effective treatment options, containing the spread of novel coronavirus disease 2019 (COVID-19) must rely on non-pharmaceutical interventions. All U.S. states adopted social-distancing measures in March and April of 2020, though they varied in both timing and scope. Kentucky began by closing public schools and restaurant dining rooms on March 16th before progressing to closing other non-essential businesses and eventually issuing a “Healthy at Home” order with restrictions similar to the shelter-in-place (SIPO) orders adopted by other states. Over the last 7 years, there has been an alarming increase in the number of opioid overdose fatalities in Jefferson County, Kentucky. The increase has occurred despite Kentucky’s passage of a prescription drug monitoring program (PDMP) as defined by House Bill 1 (HB1) in 2012. Following the passage of Kentucky’s PDMP, heroin and fentanyl surpassed other prescription drugs as the most identified drugs in overdose deaths in Kentucky. Little is known about how the implementation of a PDMP influences the overall opioid overdose fatality rate. Despite successful efforts to treat and manage diseases, public health officials have recently begun a campaign to refocus efforts toward initiatives to alleviate the pressures that are often referred to as social determinants of health. The Effect Of Disability On Unemployment Claim Duration In Kentucky And The Surrounding States, James Tatum

The duration of unemployment insurance claims in Kentucky are over 30% longer on average than unemployment claims in the surrounding states. This study uses a time-series regression to compare data from Kentucky and the surrounding states to find correlations between unemployment insurance claim duration and the percentage of a state’s population that reports having at least one disability. No significant correlation was found between a state’s population with a disability and unemployment claim duration but there was a significant negative correlation between unemployment claim duration and the total amount of Social Security Disability Insurance and Supplemental Security Income payments people …

Does State And Local Government Employment Promote Tax Revenue Stability? A Look At Kentucky Cities, William Ryan Pennington

Research shows that public sector jobs are more stable than private sector jobs. This study examines whether tax revenue volatility is affected by the concentration of a city’s economic base in state and local government employment. The relationship between public employment and revenue volatility has not been studied but is relevant as state and local governments have reduced their workforces in the post-Great Recession period. Using panel data on Kentucky cities, I find that the coefficient on state and local government employment concentration is inversely related to tax volatility but is not statistically significant in a fixed effects estimation.
