The aim of the paper is to demonstrate that the current Iranian regime is no novelty in Iranian history and political thinking, but has two antecedents: the rule of the Sasanians in late Antiquity (3rd–7th centuries) and that of the Safavids (16th–18th centuries) in modern times. The United States has long held the idea that Iran poses a threat to our interests as well as global stability, implying that Iran is irrational and makes decisions rooted purely in ideology. After creating an independent framework based on rational choice theory, descriptive decision theory, and the Constitution of the Islamic Republic of Iran, I determined four possible ways to describe Iran’s foreign policy: rational-constitutional, irrational-constitutional, rational-unconstitutional, and irrational-unconstitutional. The United States has spent—and continues to spend—billions of dollars building Iraq’s military capabilities. Despite that fact, Iraq’s military performance, even after wresting control of its territory from the Islamic State, remains inconsistent at best. A survey of Iraqi military history suggests a pattern of strengths, weaknesses, and performance that includes courageous soldiers, cohesive units, incompetent leaders, divided loyalties, poor combat support, and weak institutions that have, on occasion, risen to the defense challenge. This honors thesis analyzes human rights campaigns to end the practice of state-sponsored torture in Syria during the presidency of Bashar al-Assad. It compares the 2000 Damascus Spring and the 2011 Arab Spring using the concept of the “contentious spiral model.” The model is based on the elements of the original “spiral model” introduced in The Power of Human Rights (1999) and the factors of contentious politics discussed in Dynamics of Contention (2001). Internet access in Iran is characterized by strong censorship, limited access, surveillance, and widespread state-sanctioned propaganda. The regime in Tehran views internet freedom as a critical threat to its national security (Henry, Pettyjohn, and York 2014). Using an index of variables such as obstacles to access, limits on content, and violations of user rights, the nongovernmental organization Freedom House rates Iran’s internet access as “not free” (Freedom House 2018).
