The study investigated the effect of a job applicant’s gender identity (male or female) and gender history (cisgender or transgender) on the evaluated quality of the applicant and the likelihood of the applicant being hired for a vacant software engineer position. Participants from the worker pool of Amazon’s Mechanical Turk evaluated the quality of a fictitious job applicant based on a mock resume and background check created for the purposes of this study, then completed the Social Dominance Orientation. Pre-Employment Transition Services For Students With Intellectual Disabilities Who Applied For Vocational Rehabilitation Services, Alberto Migliore, John Butterworth

This data note addresses participation in Pre-ETS for students with intellectual disabilities (ID) who applied for VR services. Of the 45,110 people with ID who exited the VR program in 2018, a total of 8,809 (18%) were students who applied for Pre-ETS. Of these, 1,712 (21%) received Pre-ETS and of those who received Pre-ETS, 744 (43%) gained employment.

The purpose of this systematic literature review was to examine the association between inclusive education and postsecondary outcomes for individuals with intellectual and developmental disabilities (IDD). Despite decades-long advocacy efforts, most individuals with IDD never achieve meaningful paid employment or enroll in postsecondary education after graduation from high school. Although educational and workforce legislation has emphasized both inclusive education and competitive integrated employment for youth with IDD, no previous reviews have examined the strength of evidence for the former as a pathway to positive postsecondary outcomes. People with disabilities are often the first to experience economic disruptions, and among the last to recover. Unemployment among people with disabilities spiked to 18.9% in April 2020 and declined to 12.5% in September. Both the initial increase and recent decrease in unemployment was primarily driven by changes in temporary unemployment (unemployed workers who expect to go back to their same job within six months). While temporary unemployment has gone down, permanent unemployment has risen since the recession began, and may indicate that for some, temporary unemployment is becoming permanent. The concern for economic well-being undergirds most of the United Nations Sustainable Development Goals. This Perspective articulates an agenda for advancing those goals in resource-constrained countries by leveraging financial capability and asset-building (FCAB) strategies. It also specifies a role for financial technology (commonly called “FinTech”) in this work. The authors conclude with a call for better integrating FCAB and FinTech into plans for advancing the SDGs.

On Unequal Terms: The Indigenous Wage Gap In Canada, Taylor N. Paul

Research has demonstrated that Indigenous peoples are economically disadvantaged relative to the rest of the Canadian population. However, research on the Indigenous wage gap specifically has received little attention until recently. In this article, I draw on data from the 2016 Canadian Census to investigate differences in wages between Indigenous peoples and White Canadians, and among Indigenous groups. First Nations face the widest residual gap in wages when compared with White individuals, followed by those with Indigenous ancestry. While Indigenous women experience an 11% to 14% wage gap, only registered First Nations men experience a wage gap of approximately 16%. …

The Maine economy experienced an 11-percent reduction in employment from February to July of 2020, with job losses of 18 percent from February to April and a 10-percent increase from April to July. Of the employment decline of 57,100 jobs from February to July, about 85 percent of the loss is related to the performance of the U.S. economy, and 16 percent is associated with factors that are unique to Maine.

ISSUE: During the COVID-19 pandemic, most states issued lockdown orders that closed many workplaces. The ensuing job losses may have left millions of workers without employer health coverage.

GOAL: To estimate how many workers lost jobs that came with employer-sponsored insurance (ESI) — by industry, age, and gender — during the pandemic.

METHODS: Health insurance coverage data were used to generate the proportion of workers with ESI, by various characteristics. An online survey instrument was developed to assess employers’ perspectives on hiring job candidates with Autism Spectrum Disorder (ASD). The investigators used K-means clustering to categorize companies in clusters based on their hiring practices related to individuals with ASD. This methodology allowed the investigators to assess and compare the various factors of businesses that successfully hire employees with ASD versus those that do not. The cluster analysis indicated that company structures, policies and practices, and perceptions, as well as the needs of employers and employees, were important in determining who would successfully hire individuals with ASD. Using data from the Current Population Survey (CPS), we show that the Covid-19 pandemic led to a loss of aggregate real labor earnings of more than $250 billion between March and July 2020. By exploiting the panel structure of the CPS, we show that the decline in aggregate earnings was entirely driven by declines in employment; individuals who remained employed did not experience any atypical earnings changes. We find that job losses were substantially larger among workers in low-paying jobs. This led to a dramatic increase in inequality in labor earnings during the pandemic. In 2018, the Humana Foundation shifted the focus of its work to the social determinants of health, with the key aim of promoting health equity. With this new focus came a recognition that larger, long-term investments would be needed to support strategies addressing upstream determinants of health. The foundation also recognized the need to co-create processes with communities to understand how to provide essential holistic supports.

When immediately entering the labor market post-high school graduation, Transitional Age Youth with Autism Spectrum Disorder (TAY-ASD) face significant barriers to employment compared to both their disabled and non-disabled peers. With employment outcomes characterized by low wages, short work hours, and social isolation, TAY-ASD from low income households with lower levels of functioning face the greatest hardship in seeking employment after high school graduation. Current vocational rehabilitation (VR) programs show inefficiency in servicing individuals with the greatest need for assistance due to lack of program monitoring and little emphasis for post-secondary education (PSE) attainment. Public transportation systems are essential components of urban infrastructure, providing connectivity that contributes to the quality of life for urban dwellers. Particularly important for low-income populations, public transportation systems enhance access to jobs, markets, services, education, healthcare, recreation, and social networks. While low-income populations and minorities make up a disproportionately high share of transit ridership, theories such as spatial mismatch, social construction framework, and Critical Race Theory maintain that public transportation systems may not provide equitable connectivity to all riders. Using data reported by the Small Business Administration’s (SBA) Paycheck Protection Program (PPP), researchers at Brookings report, “across metro areas, COVID-19 relief loans are helping some places more than others.” This fact sheet explores the geographic distribution of PPP loans in 20 “very large,” “large,” “midsize,” and “small” metropolitan statistical areas (MSA) in the Mountain West.

The Child and Dependent Care Credit (CDCC), a tax credit based on taxpayers’ income and child care expenses, reduces families’ child care costs. The nonrefundable federal CDCC is available to working families with children younger than 13 years old in all states, and nearly half of states supplement the federal credit with their own child care credits. The Economic Growth and Tax Relief Reconciliation Act expanded the federal CDCC in 2003, which led to differential increases in CDCC generosity across states and family sizes. Post-Secondary Employment And Education Outcomes Of Young Adults Reporting Both Vision And Hearing Impairments In The High School Longitudinal Study Of 2009, Emily M. Lund

This article reports the post-secondary education and work activities of 43 young adults who reported a history of both hearing and vision disabilities (i.e., deafblindness [DB] in Wave 4 of the High School Longitudinal Study of 2009. Most of the sample reported having worked, attended post-secondary education, or both since completing secondary education. Approximately half of the sample still lived with their parents, and most reported receiving financial support from their parents. Thus, although engagement in work and education was relatively high, most participants had not achieved financial independence.
