China's Maritime Grand Strategy, Sarah Quan

China’s goals in the South China Sea are twofold: to expand sovereignty while keeping the peace. I argue this is accomplished through rhetorical strategic ambiguity and military clarity, which have characterized China’s maritime grand strategy since 2010. Using confusion and clarity—two seemingly opposite strategies—allows China to simultaneously expand sovereignty and maintain peace. This paper first introduces the literature and theory behind grand strategy and strategic ambiguity. It then demonstrates how China’s intentions are made clear through military actions, then shows that China’s rhetoric is ambiguous to members of Association of Southeast Asian Nations (ASEAN) by weighing evidence that China is …

Chinese scholars have recently expressed much interest in the comparative study of civilizations, lately carried on mostly in the West, but long open to, and increasingly of interest to, diverse perspectives. This essay is intended to suggest a road toward the development of comparative-civilizational studies centered on some questions of both historical and contemporary significance, with particular attention to one question concerning which the initial presuppositions of Western and Chinese scholars, in particular, may be at variance, but where there may be room for the development of agreed empirical-theoretical conclusions.

The geopolitics of development are explored through an examination of development assistance to two African countries as a mechanism of competition between China and the US. The processes of competition include the actions and rhetoric of African leaders. We define a geopolitical context for the agency of political leaders and opinion-makers in Ghana and Zambia. The geopolitical context consists of the structure and dynamics of the world-economy; especially the competition to capture the newest round of innovations and the related need to establish supply chains of raw materials from peripheral countries. As global competition with an increasingly assertive Chinese Government expands, the strategic relationship between India and the United States is assuming ever-greater importance. From a superficial perspective, a strategic partnership seems to make a great deal of sense for both countries. Yet, enormous political, cultural, and structural obstacles remain between them, which continue to slow the progress in security cooperation to a crawl, relative to China’s economic and military advances. The authors explore these impediments frankly and suggest practical ways to build trust and establish confidence.

Throughout the history, contentious politics have led to regime downfall or democratization of many countries. Today, China is faced with increasing numbers of contentions politics. However, Contentious politics in China does not result in regime change because the Chinese Communist Party (CCP) manages protests by keeping it fragmented and small in scale. It achieves this primarily through structural and institutional means, but is willing, to resort to violent repression if a protest movement becomes too widespread. Contrary to the prediction of modernization theory, the vibrant Chinese economy and its growing middle class have not brought democratic change to the authoritarian country. This work sheds light on the puzzle of the absence of democracy in China despite a fast-growing middle class. The study argues that the key to explaining the middle class’ inert political behavior is to be found in its fragmentation. It is necessary to disaggregate the political, economic, and social positions of different subgroups of the Chinese middle class—government officials and party cadres, private entrepreneurs of small or medium businesses, professionals, and white-collar employees—and the …

Innovation is a major subject of international political economy, but mainstream discussions focus on scientific research and development and detach innovation development from their social contexts. In response to this view, this project reveals the importance of cultural and social factors in influencing innovation development by examining the rise of the knowledge-sharing market (KSM) -- a social-network-site-based economy in China. It suggests the KSM is a disruptive innovation not only because it is pioneered by a latecomer in the global innovation market, China, but also because its emergence from the changing Chinese consumer demands disrupts the mainstream thinking of innovation.

This thesis analyzes the ways in which Chinese entrepreneurs have interacted with and responded to government policy. An examination of ethnographic research on the Shenzhen “Special Economic Zone” revealed that the forms entrepreneurship that emerged there during the early years of China’s economic reforms are rooted in the history and culture of the region. Analysis of modern policies, such as the 13th 5-Year Plan (2016-2020) and the Internet Plus doctrine, determined that the state strategy for encouraging entrepreneurship is now focused on empowering local governments, rather than individuals, as entrepreneurial agents. This paper, part of a festschrift in honor of Professor Malcolm Feeley, explores the landscape of e-cigarette policy globally by looking at three jurisdictions that have taken starkly different approaches to regulating e-cigarettes—the US, Japan, and China. Each of those countries has a robust tobacco industry, government agencies entrusted with protecting public health, an active and sophisticated scientific and medical community, and a regulatory structure for managing new pharmaceutical, tobacco, and consumer products. Winston Churchill once said, ‘it is better to jaw-jaw than to war-war.’ However, negotiations are particularly difficult when they are enmeshed in public opinion precommitments. The sharpest crisis between China and Vietnam in the last 30 years concerned the placement of a Chinese oil rig into contested waters in 2014. This study analyses the Chinese and Vietnamese propaganda efforts surrounding the crisis as examples of the instrumental use of propaganda in managing domestic public opinion on diplomatic crises. This dissertation explores the question of why China responded particularly harshly to pro-U.S. military actions taken by South Korea, when this nation was identified as a friend to China, while responding less harshly to similar pro-U.S. military actions taken by Japan, who was not identified as a friend. My argument is that these divergent responses were caused by China’s different expectations, according to whether different nations had a perceived identity as a friend or a rival. As Chinese state-owned enterprises (SOEs) have increasingly gone ‘global’ in search of energy resources, scholars have explored the rationale and implications of China’s investment abroad.
