New Documents Shed Light: Why Did Peacekeepers Withdraw During Rwanda’S 1994 Genocide?, Emily A. Willard
New Documents Shed Light: Why Did Peacekeepers Withdraw During Rwanda’S 1994 Genocide?, Emily A. Willard
Genocide Studies and Prevention: An International Journal
Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This article focuses on two key moments: 1) the United States’ reluctance to support the peacekeeping mission from before its mandate began and prior to the killing of U.S. troops in Somalia in autumn 1993; and the United States’ central role pushing the United Nations Security Council …

The Mediterranean Refugee Crisis: Heritage, Tourism, And Migration, Marxiano Melotti
The Mediterranean Refugee Crisis: Heritage, Tourism, And Migration, Marxiano Melotti
New England Journal of Public Policy
The Mediterranean Sea has become a huge cemetery: many thousands of migrants have lost their lives trying to cross it in search of a better future. In 2015, more than a million migrants and refugees reached Europe through irregular means, but almost 4,000 went missing and probably drowned. In 2016, 364,000 arrived in Europe and more than 5,000 were lost en route. The arrivals in Italy by sea were 181,436 in 2016 and 119,369 in 2017. While UN organizations and EU governments seem unable or unwilling to face this epoch-making drama, the culture industry has begun to exploit it. Migrant …
Migration And Conflict, Padraig O’Malley
Migration And Conflict, Padraig O’Malley
New England Journal of Public Policy
The United Nations is ill-equipped to prevent, much less end, intrastate conflicts. Today’s conflicts and an explosive mix of other interrelated causes—including violence, famine, extreme poverty, climate-related disasters and political oppression—have led to a global migration and population-displacement crisis. This article examines the intersection of conflict and migration. It presents the data on migrants, refugees, and internally displaced persons (IDPs) and exposes the rise of extreme nationalist tendencies in the West—in particular, Europe, where several measures to stem the flow of refugees have been imposed. The article concludes with a warning about global poverty and marginalization—a prescription for violent conflict …
Transcending Existing Frontiers To Achieve Selected Sustainable Development Goals: The Role Of Community Libraries In South Africa, Samuel Maredi Sm Mojapelo
Transcending Existing Frontiers To Achieve Selected Sustainable Development Goals: The Role Of Community Libraries In South Africa, Samuel Maredi Sm Mojapelo
Library Philosophy and Practice (e-journal)
Globally, extreme poverty remains an enormous socioeconomic and multifaceted challenge, which has a ripple effect on other factors that affect the quality of life of citizens. Continuing and expanding on the Millennium Development Goals (MDGs), the United Nations (UN) developed the Sustainable Development Goals (SDGs aimed at improving the livelihood of citizens by entrenching human development particularly in poor and developing countries. This is a conceptual paper based on the document analysis or literature review. The article is aimed at analysing information sources and highlights new frontiers community libraries can play in assisting the general South African public to be …
Five Sides Of Justice: The Dangerous And Disproportionate Influence Of The Permanent Five Members Of The Un Security Council On The International Criminal Court, Nathan Hogan
Brigham Young University Prelaw Review
The Security Council’s power to refer states to the International Criminal Court undermines international law because the permanent five members use their veto power to protect guilty allies from prosecution. The Council should be reformed so that the body can override a veto with a supermajority and bring war criminals to justice.
(Dis)Unity In The Un Security Council: Voting Patterns In The Un's Peace And Security Organ, Paul M. Romita
(Dis)Unity In The Un Security Council: Voting Patterns In The Un's Peace And Security Organ, Paul M. Romita
Dissertations, Theses, and Capstone Projects
The conventional wisdom is that the international system in the Cold War was defined by the struggle between East and West. While this was certainly the case, voting patterns in the UN Security Council present a more nuanced picture. Counterintuitively, France, the United Kingdom and the United States—three of the five permanent members of the Security Council (the Permanent 3 or P3) and members of the NATO alliance—voted apart on Council resolutions far more frequently in the Cold War, when they faced the common threat of the Soviet Union, than in the post-Cold War era. This dissertation observes that they …
An Analysis Of Poverty In Latin America And Three Community Development Strategies As A Solution, Grace Higgins
An Analysis Of Poverty In Latin America And Three Community Development Strategies As A Solution, Grace Higgins
Selected Honors Theses
The purpose of this thesis is to examine and analyze three community development models and the impact they have on poverty in Latin America. This thesis also develops an understanding of how inequality effects poverty in Latin America and explores three community development strategies that could be implemented in Latin America consisting of agropolitan development, modernization development, and development by market expansion. In addition to these three development models, this thesis analyzes critical factors that contribute to the sustainability of a community, and how each of the three models incorporate or do not incorporate those factors.
The Un Secretary-General’S Human Rights Up Front Initiative And The Prevention Of Genocide: Impact, Potential, Limitations, Ekkehard Strauss
The Un Secretary-General’S Human Rights Up Front Initiative And The Prevention Of Genocide: Impact, Potential, Limitations, Ekkehard Strauss
Genocide Studies and Prevention: An International Journal
In September 2013, Secretary-General Ban Ki-Moon adopted the Human Rights Up Front (HRUF) initiative and communicated his decision in a letter to staff in November through a recommitment, on behalf of the senior leadership and all staff, to uphold the responsibilities the Charter assigns them whenever there is a threat of serious and large-scale violations of international human rights and humanitarian law. His successor, Secretary-General Gutierrez appears determined to continue the initiative based on his explicit reference to it in his vision statement as a means to mainstream human rights and his congratulating his predecessor in general terms on HRUF …

Airships In U.N. Humanitarian And Peace Operations: Ready For Service?, Walter Dorn, Nic Baird, Robert Owen
Airships In U.N. Humanitarian And Peace Operations: Ready For Service?, Walter Dorn, Nic Baird, Robert Owen
Journal of Aviation/Aerospace Education & Research
This study examines whether the United Nations should take steps in the near future to exploit the operational characteristics of lighter-than-air (LTA) and hybrid aircraft in support of its peace and humanitarian operations. Continued progress in the development of LTA transport system makes this a timely issue. At the same time, this progress highlights persistent challenges to the conduct of reliable and safe LTA operations, particularly in the face of bad weather and threats from groups hostile to the UN mission. The report examines this issue in four sections: (1) the potential advantages of LTA operations; (2) their disadvantages; (3) …
Opportunity And Sex Offending By International Peacekeepers In The Central African Republic, Musa Yerro Gassama
Opportunity And Sex Offending By International Peacekeepers In The Central African Republic, Musa Yerro Gassama
Walden Dissertations and Doctoral Studies
Despite their peacekeeping role in the management of internal armed conflicts, some military peacekeepers have sexually exploited local populations in host countries, resulting in dire social and health consequences and threats to the success of international peace operations. Although researchers have examined sexual violence committed by peacekeepers, few researchers, if any, have used routine activities theory to examine sex offending by peacekeepers. The purpose of this study was to explore the extent to which situational opportunities influenced international military peacekeepers' engagement in the sexual exploitation of civilians in the Central African Republic, a peacekeeping host country. Data were collected from …
International Lobbying Law, Melinda (M.J.) Durkee
International Lobbying Law, Melinda (M.J.) Durkee
Scholarship@WashULaw
An idiosyncratic array of international rules allows nonstate actors to gain special access to international officials and lawmakers. Historically, many of these groups were public-interest associations like Amnesty International. For this reason, the access rules have been celebrated as a way to democratize international organizations, enhancing their legitimacy and that of the rules they produce. But a focus on the classic public-law virtues of democracy and legitimacy produces a theory at odds with the facts: The international rules rules also offer access to industry and trade associations like the World Coal Association, whose principal purpose is to lobby for their …
“Long Past Time”: Cedaw Ratification In The United States, Rangita De Silva De Alwis, Amanda Martin
“Long Past Time”: Cedaw Ratification In The United States, Rangita De Silva De Alwis, Amanda Martin
University of Pennsylvania Journal of Law and Public Affairs
More than 70 years after Eleanor Roosevelt pioneered the drafting of the Universal Declaration of Human Rights, the US has not ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW or what is known as the global Bill of Rights for Women). The Trump administration is planning measures such as paid parental leave and child care legislation which are supported by the CEDAW. Despite the Trump administration's caution about human rights treaties, we argue that an enlightened self-interest on the part of the administration will draw it towards the CEDAW ratification despite the ratification being …
