Remembering An Invasion: The Panama Intervention In America’S Political Memory, Dave Nagaji

In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy. The history of U.S.-Southeast Asian relations during the Cold War is dominated by studies of American involvement in Vietnam. If understandable, this state of affairs is nevertheless regrettable. For, even though U.S. cold warriors viewed the fates of Southeast Asia’s states as interconnected and pursued a containment strategy focused on the entire region, scholars of U.S. foreign relations with Southeast Asia pay outsized attention to Vietnam. There remain disappointingly few major works on U.S.-Indonesian relations despite years of American interference in Indonesia due to its huge population, the one-time prominence of its Beijing-oriented communist party, and firm American support for …

This article recounts the experience of a professional historian in being given the keys to the kingdom: access to the classified vaults of Britain’s Joint Intelligence Committee. This article includes some of the problems in having access, but complying with the sensitivities around official accounts, difficulties in writing a global history, or trying to make the work of a committee interesting and accessible, and of trying to determine the impact of intelligence on policy.

In recent months since the election of Donald Trump to the Presidency of the United States in November 2016, George Orwell’s Nineteen Eighty-Four has seen a resurgence in sales, and terms invented by Orwell or brought about by his work, such as “Orwellian,” have re-entered the popular discourse. This is not a new phenomenon, however, as Nineteen Eighty-Four has had a unique impact on each of the generations that have read it, and the impact has stretched across racial, ethnic, political, and gender lines. The U.S. response to the Indochinese refugee crisis from 1975-1992 has been hailed as an excellent example of humanitarianism and sound U.S. foreign policy. It’s example has been used to criticize the U.S. for the refugee policy it currently employs in the Middle East, even as it remains heavily involved in the conflicts creating refugee flows there. This paper asks the following questions: How exactly has refugee policy differed between the two situations? Why is it different? And how might the former inform changes to the latter? Murky Projects And Uneven Information Policies: A Case Study Of The Psychological Strategy Board And Cia, Susan Maret

Secrecy and Society

This case study discusses the Truman and Eisenhower administration's (1951-1953) short-lived Psychological Strategy Board (PSB). Through the lens of declassified documents, the article recounts the history and activities of the Board, including its relationship with the Central Intelligence Agency (CIA) and clandestine projects that involve human experimentation. Primary documents of the period suggest that institutional secrecy, coupled with inconsistent information policies, largely shielded CIA's BLUEBIRD, ARTICHOKE, and MKULTRA from the Board. This subject has not been previously reported in the research literature, and supplements existing historical understanding of the PSB's mission under the broad umbrella of psychological warfare.

With the Chinese government aggressively militarizing the South China Sea and U.S. President Donald Trump scuttling the Trans-Pacific Partnership, there appears no clear answer to Beijing’s “One Belt, One Road” initiative. In fact, U.S. foreign policy thinkers are casting about for a strategy in Asia. What is to be done? Victor Cha’s Power Play and Michael Auslin’s End of the Asian Century recommends that the United States “double-down,” an expression Cha uses repeatedly, on its time-tested strategy of containing Chinese power in Asia.
