School Social Work In Northern Uganda In A Post-Conflict Context: A Case Of Anaka Foundation, Julius Omona

Anaka Foundation is an indigenous NGO that is operating in northern Uganda in response to the post-war development challenges. Anaka recently concluded a school social work project, a specialization which is common in Western countries, to attempt to improve the learning environment of vulnerable children selected from nine government aided primary schools. This school social work pilot project was supported with a grant from AfriCarinthia, an organization from Austria. Relevant social work theories were applied and significant systems in the learning environment of the children were targeted through different interventions. City-based organizations and governments play an important role in incorporating undocumented immigrant youth. This article investigates how localities sociopolitically incorporate these immigrants by examining the governance constellations and institutional logics of the organizational field that manages undocumented youth. Comparing sets of municipal and civil society organizations in different national settings, I use the two cases of New York City and Paris to ask how the ‘city-based organizational field of immigrant incorporation’ shapes citizenship experiences of undocumented youth. This article uses a bottom-up perspective to highlight how a non-state actor has capitalised on discretionary power to shape regularisation practices of the state. Based on two years of ethnographic data, this case study describes key interactions between state and civil society actors in the field of governing undocumented youths in Paris. A three-step process has enabled a civil society network, whose mission is to regularise undocumented youth and their families in France, to become an effective collective actor in the governance of undocumented youths. This paper examines how institutional power dynamics in South Africa’s urban food system have restricted the quantity, quality, and type of data collected on food institutions and limited the range of research and policy as a result. In particular, while non-governmental organizations (NGOs) and local institutions speak openly with researchers or share data, key governing institutions such as the state and agri-businesses often refuse to work with scholars. The closing space of civil society around the world over the last decades has created profound challenges for funders. Many analyses of how to respond to this reality focus on advocacy and promoting enabling policy environments. Few consider key practices of resilient funders that enable them to continue to operate under shifting political circumstances.

Increased adaptive capacity along three dimensions – varied procedures, multiple strategies, and an adaptive environment – promotes the flexibility to weather the shocks and stresses of tightening restrictions and increasing violence. Nongovernmental organizations (NGOs) occupy a very ambiguous role in society. Historically, NGOs have been both heralded as democracy in action and criticized for being complicit supporters of neoliberalism. Now, in certain contexts, they are rendered as enemies of the nation. In this article, we examine the evolution of nongovernmental organizations in Hungary, a nation where this transformation is exceedingly clear. Hungary provides a pertinent case example to explore the manner in which civil society as an amorphous, ill-defined category becomes a stand-in for whatever the state needs to protect its interests. The work of Crocco and her colleagues, "Deliberating Public Policy Issues with Adolescents," combines two important fields—deliberative democracy and discussion as a pedagogy—with a study of policy deliberations in three classrooms. Their article yields valuable insights. As the authors note, the results are disappointing. This may be because the students were not actually asked to deliberate, if "deliberation" means discussing in order to make a decision. After all, the students could not decide US policy on immigration. Their discussion was a kind of simulated deliberation. This article examines Scandinavian donor practices in Bosnia-Herzegovina (BiH) with regards to post-conflict justice activities. BiH has been a laboratory of reconstruction, peace-building and transitional justice processes since the end of the war in 1995. Early literature on China's civil society focused on organizations' autonomy from the state. However, the precise ways in which these organizations are dependent on the state - and on individual officials - are less well understood. I argue that NGOs depend on different types of officials whose career incentives vary, with significant implications for relationships with non-state actors. One set of officials, innovators, seeks rapid promotion and uses civil society partnerships to gain higher-level attention.
