This dissertation contains three distinct empirical chapters in applied energy and environmental economics. Each chapter focuses on a unique set of research questions, methods, and data. The unifying motivation therein concerns the development of renewable or alternative low-carbon energy sources as a policy response to the challenges of climate change mitigation, local and regional environmental quality issues, and energy security concerns. Economic and environmental evaluation of the energy policies coupled with understanding energy use patterns is of paramount importance. Together, the empirical chapters focus on demand, supply, and policy aspects of energy markets in the United States (US).

Over 100 Quebec-based companies operate there, and 15 percent of the workforce in the county gets its paycheck from a Canadian company. Even more impressive, this comes at a time when manufacturing jobs are declining nationwide. While factories are shutting down across the rust belt, in Plattsburgh they are opening up.

The Prisoner’s Dilemma game is a paradigm used to model and measure social cooperation. Uncooperative behavior may be one manifestation of the unstable interpersonal functioning in psychopathy. I investigated the effect of opponent strategy as well as psychopathic traits of fearless dominance (FD) and impulsive antisociality (IA) on cooperation rates and total and competitive point gains in a sample of 177 undergraduates playing long, finitely iterated Prisoner’s Dilemma games against computerized opponents who varied in their interpersonal styles from very harsh to very lenient. Traditional mathematical analysis states that the most efficient way to pay off interest-bearing consumer debt is to pay the individual debts in order from largest to smallest interest rate. In doing this, the debtor will eliminate the largest sources of interest first, thus shortening the overall time-to-pay. This method is known as the “Debt Avalanche.” The “Debt Snowball” method, popularized in large part by investor-author David Ramsey, recommends that consumers pay debts in order from smallest to largest, regardless of interest rate. The Honest Leadership and Open Government Act of 2007 (Pub.L. 110-81, 121 Stat. 735, enacted September 14, 2007) was passed by the U.S. Congress in order “to strengthen public disclosure requirements concerning lobbying activity and funding. It placed more restrictions on gifts for members of Congress and their staff, and provides for mandatory disclosure of earmarks in expenditure bills.” Treating this event as a natural experiment, we examine how this legislation affected the Cumulative Abnormal Returns (CARs) of firms that lobbied in the year(s) leading up to the passing of the legislation. Using diet, exercise, consumer behavior, and demographic data from the National Health and Nutrition Examination Survey (NHANES), I examine the factors that contribute to body mass index (BMI) for the adult working age population. In Chapters 2 and 3, I examine how female BMI varies by race and ethnicity. In Chapter 4, I study the effect of food deserts on BMI and obesity for both males and females.

This dissertation studies corruption and collusion with data derived from a laboratory experiment and household data. In Chapter 1 I study experimental procurement auctions with bribery and a public reserve to test for the tacitly collusive equilibrium described by Compte et al. (2005). Three sellers compete for 40 periods to sell a single item to a computerized buyer who accepts bribes and determines ties in bids and bribes randomly. In the closing periods, only 13.5% of auctions display the collusive equilibrium, but 58.7% of selling prices are noncompetitive. Renewable portfolio standards (RPS) are one of the most common state policies meant to encourage clean energy use. They require that utilities purchase electricity from certain qualifying electricity generators, usually with no reference to the cost of that electricity. AlthoughRPS are meant to clean up electricity generation through using clean energy sources instead of fossil fuels, they may not do so effectively. Further, some energy companies may lobby state legislators to include their energy sources regardless of their actual environmental benefit. This paper demonstrates that the distribution of county level agricultural land size in the United States is best described by a power-law distribution, a distribution that displays extremely heavy tails. This indicates that the majority of farmland exists in the upper tail. Our analysis indicates that the top 5% of agricultural counties account for about 25% of agricultural land between 1997-2012. The power-law distribution of farm size has important implications for the design of more efficient regional and national agricultural policies as counties close to the mean account for little of the cumulative distribution of total agricultural land. This study examines the price differences of commonly consumed produce between farmers’ markets and grocery stores in Utah. Our first objective is to compare price differences of a basket of produce between farmers’ markets and grocery stores. We compare these price differences in terms of low-income consumer affordability and if an individual can afford a market basket of produce using a combination of Farmers’ Market Nutrition Program (FMNP) dollars and Double Up Food Bucks (DUFB) incentive dollars. A review of how water institutions in the American West have changed in response to arid conditions as a means of examining the possibility of further change as an adaptation to climate change induced water scarcity. Two institutions are examined, prior appropriation and shares.

While much of the American West operates under prior appropriation formally, irrigators have found Coasian methods of lowering transaction costs by forming irrigation companies. Irrigation companies own appropriative rights and redefine them, typically as shares. Lower transaction costs allow irrigators to trade more freely within companies, though trades between companies still face high transaction costs.

The vast literature on economic growth examines institutions and fiscal policy as separate determinants of economic growth, and has not established a theoretical basis or empirical link on the interaction between them. This dissertation takes a unique approach to the growth literature by studying a channel that institutions affect growth – the fiscal policy channel.

This dissertation studies the factors that contribute to the onset of financial crises (Chapter 1) and the ways that economies have recovered from crises (Chapters 2 and 3). I am specifically interested in the role that governments played in financial crises and recoveries. I focus on thirty-five peripheral economies from 1870-1913. Economic historians refer to this period as the “first era of globalization” for its high degree of in- ternational capital, trade, and labor movements.
