This exploratory research paper looks at the current political accountability framework at the municipal level in Ontario, which consists of a mandatory requirement for council code of conduct and access to an integrity commissioner. The literature review defines political accountability, both generally and within the Ontario municipal context, and outlines the historical beginnings, role and challenges with council codes of conduct and integrity commissioners. Anthropogenic climate change is affecting, and will continue to affect, communities across Canada. From increased average temperatures and alterations of seasonal precipitation patterns, to extreme rainfall and heat events, Canadians face a 21st century environment significantly different from that of the past. With risks to people and services identified via the global scientific and social science literature, the need to adapt to climate change is pressing. This thesis reports on a two-part study exploring the occupational possibilities of people receiving social assistance in Ontario. The research conducted in this thesis was guided by the research question: How does social assistance in the form of Ontario Works and the Ontario Disability Support Program influence occupational possibilities for adults living in poverty? Media, industry, and other public actors have claimed that a ‘skills gap’ exists in students exiting post-secondary education and entering the workforce. The Ontario provincial government has developed policy, the Highly Skilled Workforce Strategy, to provide directives to universities in the province to provide skills development to students to aid in closing the gap and providing a workplace relevant education. The nature of public governance has changed over the past few decades which has led to increased interest in the study of governments working with residents to co-produceservices. The literature identifies different types of co-production including individual, group and collective and it also identifies factors associated with co-production. What configuration of strategies and discourses enable the white male and settler body politic to render itself as simultaneously wounded and invulnerable? I contextualize this question by reading the discursive continuities between Euro-America’s War on Terror post-9/11 and Algeria’s War for Independence. By interrogating political-philosophical responses to September 11, 2001 beside American rhetoric of a wounded nation, I argue that white nationalism, as a mode of settler colonialism, appropriates the discourses of political wounding to imagine and legitimize a narrative of white hurt and white victimhood; in effect, reproducing and hardening the borders of the nation-state. Voter turnout has been declining in Canadian elections at all three levels of government, raising questions about the quality of Canadian democracy. This trend is believed to be pronounced at the municipal level, but some academics, local governments, and professional organizations believe its true extent is unknown because municipal voters’ lists in Ontario may not be as accurate as provincial and federal lists This research paper assesses this claim and provides recommendations for reform. A Pluralism Worth Having: Feyerabend's Well-Ordered Science, Jamie Shaw

The goal of this dissertation is to reconstruct, critically evaluate, and apply the pluralism of Paul Feyerabend. I conclude by suggesting future points of contact between Feyerabend’s pluralism and topics of interest in contemporary philosophy of science. I begin, in Chapter 1, by reconstructing Feyerabend’s critical philosophy. I show how his published works from 1948 until 1970 show a remarkably consistent argumentative strategy which becomes more refined and general as Feyerabend’s thought matures. Specifically, I argue that Feyerabend develops a persuasive case against rationalism, or the thesis that there exist normative and exclusive rules of scientific rationality. In Chapter …

This research project describes the leadership roles of the municipal Chief Administrative Officer (CAO) in smaller municipalities through two profiles of experienced professionals working in southwestern Ontario. The CAO is the organizational superior to all municipal employees. The position is the main conduit between council and administration, and is ultimately responsible for policy development and implementation. The profiles were developed through semi-structured interviews. On a much smaller scale, this replicates the method employed by Siegel in his 2015 book, Leaders in the Shadows: The Leadership Qualities of Municipal Chief Administrative Officers (University of Toronto Press). This paper assesses the extent to which Rethink London exemplifies the tenets of collaborative planning. Rethink London was an innovative, community driven approach to planning whose main objective was to collaboratively engage the London community in creating a shared vision for urban development. The assessment was done using the process criteria focusing on issues such as equal opportunities and resources, inclusive representation, self design, independent facilitation, effective process management, voluntary participation and commitment, accountability, high quality information, purpose and incentives and clear ground rules. There are many differences between medical practices in urban and rural settings. As it relates to the recruitment of physicians, there is substantially more emphasis placed on the significance of physicians within rural municipalities and a number of resources are employed to recruit physicians to those areas. Since the Immigration and Refugee Protection Act (IRPA) came into effect in 2002, Canada has stopped placing so much emphasis in the selection process on refugee skills and ability to integrate. Rather, emphasis is placed on resettling refugees who need protection. As a result, post-IRPA Government Assisted Refugees (GARs) arriving in Canada are younger and have higher needs than previous groups of GARs. In Canada the Resettlement Assistance Program (RAP) is responsible for providing GAR’s with their immediate needs. RAP came into effect in 1998. The focus of this research paper was to explore the possible barriers women may encounter when pursuing a career as an operational firefighter in Ontario. Primary research was used to analyze empirical data collected through an on-line survey while guided by literature on concepts related to human resources best practices. Secondary research on bona fide occupational requirements (BFORs) and physical abilities testing used for firefighter candidates was also explored to investigate the validity of candidate physical testing being used in Ontario. In this work I study two cases involving practices of science and technology in the backdrop of related and recent curricular reforms in both settings. The first case study is based on the 2005 South Asian earthquake in Muzaffarabad, Pakistan which led to massive losses including large scale injuries and disabilities. This led to reforms at many levels ranging from disaster management to action plans on disability, including educational reforms in rehabilitation sciences. This research examines the causes and impacts of victimization as experienced by rural populations displaced by conflict living in Quibdó, Colombia. It draws upon Bourdieu’s social theory to understand how the distribution of various forms of capital structure the lives of the displaced. A brief history of the conflict in Colombia is presented, which is broken into five periods, from 1946 to 2014 when the fieldwork was conducted. A description of the context of Quibdó and the department it is in, Chocó, is also provided. Particular attention is paid to the role of symbolic, economic, and cultural capital in the …
