This dissertation examines factors that impact citizen initiatives and voter turnout. The dissertation contains two parts that build upon each other with fitting theoretical frameworks. The first part investigates the decision for a county government to permit citizen initiatives. This part applies new institutionalism theory as a framework to examine county governance, autonomy, and decision-making. County governments play a vital role in American politics, yet little is known about why some counties permit citizen initiatives while others do not. I address a gap in the literature that focuses on policy outcomes that vary at the county-level due to election laws. …

The typical approach of increasing infrastructure to alleviate traffic issues such as congestion is becoming unviable due to limited space, high cost, and associated externalities. Control and management strategies using Intelligent Transportation Systems (ITS) seek to maximize the use of existent infrastructure. Many ITS strategies, such as the deployment of information, require or benefit from knowledge about traffic patterns and trends. This study proposes a mathematical programming formulation and solution algorithm that considers multiple time intervals for the estimation of network-wide traffic states and calculation of the corresponding transition probabilities. This dissertation investigates the effectiveness of anti-corruption policies implemented across the United States that significantly reduce public sector corruption. In addition to the normative desire to combat corruption, it documents, the economic impact that corruption has on each state's per capita gross domestic product. To investigate public sector corruption articles between the years 2010 – 2015were reviewed for news stories that report on public sector corruption at the state level and below. The practical implications of this dissertation, if incorporated into a state level anti-corruption policy, could be used to reduce public sector corruption and increase that states' economic health. …

The implementation of identity politics policies conceived at a supranational level appears to motivate the coordination of populist movements, the radicalization of their discourses, and an increasing resentment towards minority groups. I investigate the reaction of populist sovereignist political movements, among recently admitted EU member states, to the implementation of European Union policies that involve the positive discrimination of minority groups and mandated refugee relocations. The implementation of such policies seems to have contributed to the resentment toward policy-favored minorities, the increase of anti-immigration values, the success of extremist political expressions, and the mistrust of political institutions and traditional parties. …

The Growing Need For Diverse Teachers In The Mountain West, Michael Hansen, Diana Quintero

This policy brief examines the racial and ethnic diversity of the public teacher workforce in five Mountain West states, drawing on survey data from 1993 to 2016. We find increases in student diversity are generally outpacing teacher diversity in the region, though important differences in teacher-student parity and access to nonwhite teachers across states are also evident. In addition, we demonstrate the recruitment and retention of nonwhite teachers in these states lag considerably behind the rest of the U.S. This brief concludes with recommendations to help Mountain West states and districts promote greater racial and ethnic diversity among their teacher …

On October 1, 2017, Las Vegas joined a growing list of cities in the United States home to a mass shooting, including Blacksburg, Virginia; Newtown, Connecticut; San Bernardino, California; Orlando, Florida; Columbine, Colorado; Fort Hood, Texas; Parkland and Jacksonville, Florida and other locations. In the weeks following the tragedy, the nation and the Las Vegas community, including UNLV, responded with tributes to the victims, short- and long-term memorials to those killed and wounded, and calls to investigate the circumstances that led to this tragic event and to find ways to prevent future atrocities. What is “psychological first aid”? How do mental health experts like you work side by side with traditional first responders? The goal of psychological first aid is to sooth, assist and help people function and cope in a healthy way in the wake of a traumatic event. It’s employed in the hours and days following the event, when people’s immediate needs, including medical care, as well as basic needs like food, shelter and water, must be met, along with their psychological and physical safety needs.

Throughout history, foreign investors have often relied on their home governments for support in managing complex relationships with foreign governments. This commercial diplomacy is particularly important for businesses in highly-regulated industries, such as mining and natural resources. This lecture assesses how American diplomats have responded to these private pressures, and explains why commercial diplomacy has (re)emerged as a key priority in American foreign policy.

Even after seeing increases in recent years, the Latinx community both nationwide and in Nevada are struggling to complete higher education. According to the American Community Survey, only 8% of Hispanics 25 years and older in Nevada have a Bachelor’s degree or higher educational attainment. Statistically, the Hispanic educational attainment rate is the lowest among the major racial categories. This is one of the main reasons the Latino Youth Leadership Conference was established.

Abstract
Alternative financial services (AFS) such as, payday lenders, pawn brokers, tax refund loans, and check cashers are more prevalent in minority and lower income neighborhoods. These are neighborhoods also found to have disparities in health, compared to more affluent neighborhoods and communities. The focus of this paper is to determine if any relationship exists between use of AFS and health disparities.
Using data from a survey performed by the Federal Deposit Insurance Corporation (FDIC), we compared four banking variables to several measures of health for 85 metropolitan statistical areas (MSA) across the nation. The four banking variables all related …

Despite substantial growth within the Latinx population and its access to higher education, there are still significant gaps with regard to degree attainment. In 2015, 36% of U.S. adults aged 25 and older had at least a bachelor’s degree. However, only 15% of those adults were Latinx, the lowest percentage amongst any racial/ethnic minority (NCES, 2016). While 67% of non-Hispanic White students entering four-year colleges complete their degree in six years, only 47% of Latinxs do so (Carey, 2009). This paper will evaluate the efficiency and effectiveness of the organization, Family Promise of Las Vegas. This organization focuses on providing stable housing for homeless families in Southern Nevada.
The team of 3Masters used historical information on homelessness and the changes that have occurred in order to understand the current homeless situation. In addition, surveys were used to collect data from previous guests of Family Promise, congregation administrators, and volunteers for the organization. A benchmark study was conducted using similar Family Promise agencies to evaluate additional options for services. Executive Summary
This report analyzes 11 bills introduced during the 79th Session of the Nevada Legislature that proposed to reorganize, reform, and realign various aspects of the state’s higher education system. The analysis reveals the following:
Despite bipartisan support for higher education reform, nearly all of the reform bills failed, including two bills vetoed by Governor Brian Sandoval.
The failure to enact meaningful reform stands in contrast to the implementation of bills appropriating more resources for higher education.
Opposition to reform legislation was strongest among those most invested in legitimizing and perpetuating current arrangements.

Fiscal policy shocks exert wide-reaching effects, including movements in asset markets. US politics have been characterized historically by a high degree of partisan conflict. The combination of increasing polarization and divided government leads not only to significant Congressional gridlock, but also to spells of high fiscal policy uncertainty. This paper adds to the literature on the relationships between fiscal policy and asset prices in the US economy conditional on the degree of partisan conflict. This lecture tells the story of how the Obama administration changed the role of evidence in federal policy making.
