This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. Introduction: This report examines the extent of gentrification in the New York City neighborhood of Jackson Heights/Corona – officially designated Queens Community District #3 -- traditionally one of the borough’s most quintessential Latino neighborhood.

Methods: The findings reported here are based on data collected by the Census Bureau IPUMS (Integrated Public Use Microdata Series), available at http://www.usa.ipums.org for the corresponding years and the US Census Bureau’s American Community Survey. This report analyzes data from PUMAS 05403 (1990) and 04102 (2000/2010/2016) in Queens.

Educators, researchers, advocates, and others agree that effective family-school partnership is an important component in best supporting the academic outcomes and future success of students. However, schools and educators struggle in forming constructive partnerships with racially and economically marginalized and oppressed parents and families, particularly low-income Black parents and families. This compromises support for low-income Black students that are already served in underfunded and under-resourced schools compared to their White middleclass counterparts. Further, this phenomenon exacerbates a widely understood academic achievement gap between low-income Black students and White middleclass students. This article illuminates contemporary land-use and disposition struggles in New York City by tracing the history of land’s passage between the private and public realms. The authors contend that government and community-controlled nonprofit organizations should govern the disposition of the city’s remaining public land supply, deliberately deploying this scarce resource to promote the well-being of the people and neighborhoods most at risk in a speculation-fueled real-estate environment.

1. The population of New York City and the New York Metropolitan Area increased significantly between 2010 and 2016, but annually growth has slowed due to greater domestic out-migration.

2. Compared to other US cities and metro areas, New York's population growth depends heavily on foreign immigration and natural increase (the difference between births and deaths) to offset losses from domestic out-migration.

City Hall Park in lower Manhattan, once known as The Common, has a long history of public use dating as far back as the Dutch in the seventeenth century. As the site has been continually occupied for almost 400 years, it is an integral part of New York City’s only recognized Archaeological District. Over half a million artifacts, numerous structural features, and human burials have been recovered and documented on archaeological projects since the 1980s.

During the fiscal crisis of the 1970s, New York City imposed deep budget cuts on the three library systems: the New York Public Library, the Brooklyn Public Library, and the Queens Borough Public Library. As the city cut budgets, the public demanded that libraries be kept open, and elected officials struggled to do both. The Queens Library’s staff was reduced from over 1,100 to barely 700, with branches open only two or three days a week, with one staff serving both. New buildings remained vacant because the library lacked funds to operate them. When the library proposed closing some branches, …

Methods: This study uses the American Community Survey PUMS (Public Use Microdata Series) of 1980, 1990, 2000, 2010, and 2015, released by the Census Bureau and reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa, (http://usa.ipums.org/usa/index.shtml). In this report, ancestry is defined by the respondent’s self-reported ancestry and Latino group. For example, when someone reported they were Puerto Rican and their ancestry as a single category (“Puerto Rican”), they were classified as Puerto Rican-Only ancestry. …
