Public Land Revisited: Municipalization And Privatization In Newark And New York City, Samuel Stein, Oksana Mironova

Public land plays a central role in contemporary urban planning struggles. Using a comparative case study approach focused on the north-eastern US cities of Newark and New York City, we uncover patterns of land acquisition and dispossession that fit five broad and often overlapping periods in planning history: City Beautiful, metropolitan reorganization, deindustrialization, and devaluation, followed by hyper-commodification in New York City and redevelopment amidst disinvestment in Newark. Through this periodization, we find that accumulation and alienation of urban public land has largely taken place through two modes of municipalization (targeted and reactive) and two modes of privatization (community-led and …

Most of future population growth will take place in the world’s cities and towns. Yet, there is no well-established, consistent way to measure either urban land or people. Even censusbased urban concepts and measures undergo frequent revision, impeding rigorous comparisons over time and place. This study presents a new spatial approach to derive consistent urban proxies for the US. It compares census-designated urban blocks with proxies for landbased classifications of built-up areas derived from time-series of the Global Human Settlement Layer (GHSL) for 1990–2010. There is a growing literature concerning participatory budgeting (PB), which transfers some element of budgetary decision making from the executive or legislature to citizens. During the earlier years of development, this practice was found primarily in less developed countries. Early PB reoriented government expenditures to better focus on the needs of the populace. Substantial shares of the budget were allocated through participatory process (Souza, 2001). PB is alternative claimed as an example of participatory democracy and deliberative democracy. This paper considers issues related to these theories and further develops a distinctive budgetary theory of participatory budgeting.

FBI crime data displayed a slight increase in violent crime rates between 2016 and 2017. Media reports on this variation did not always mention that violent crime rates are still near a 35-year low. This databit shows the rates of youth arrested for violent crimes between 1982 and 2017.

This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. New York City’s Landmarks Preservation Commission has an admirable history of protecting the city's historic character. Increasingly in recent years, the commission has backed away from proactively designated sites of historical, architectural, or cultural significance as city landmarks. At the same time, the commission has shown greater deference to the owner of a property when deciding whether to designate, and to the wishes of the owners of designated properties in matters of regulation, notwithstanding that owner consent is nowhere in the landmarks law. On 24 April 2013 more than 1,100 people died in the Rana Plaza garment factory collapse in Bangladesh. TV cameras focused on the victims of this horror – the garment workers, their unsafe and pitifully low incomes. Improvements were promised, by the factory owners, their international buyer customers, Bangladesh Government and civil society groups. This study sought to examine to what extent these promises had been delivered upon. Bangladesh is the world’s second largest exporter of ready-made garments. Sea-Level Rise (SLR) Projections from the National Oceanic and Atmospheric Administration (NOAA) and the U.S. Army Corp of Engineers (USACE) indicate increasing, and imminent, risk to coastal communities from tidal flooding and hurricane storm surge. Policy debates about gun violence often focus on cities. This data bit showed how 33 states in the U.S. compare regarding gun violence rates, demonstrated how gun violence rates are not an issue exclusive to cities, and tested whether states conform to the conventional narrative of "urban gun violence."

As public administration is faced with the challenge of making governance work, the university is being called upon to become more involved in the civic engagement movement. Increasing civic engagement requires addressing one of the core problems contributing to its decline: deteriorating community caused by a lack of social capital. Although there is debate about whether there has been a decline in civic engagement or simply a change in the ways citizens participate, there is agreement about the need to increase engagement and to include universities in this process. In the absence of strong U.S. national climate change policy, California and New York, among other states, adopted relatively comprehensive and ambitious policies to cut greenhouse gas emissions during the 2000s. They adopted these policies despite political-institutional and other structural barriers similar to those found nationally, which shows that political actors have significant scope for taking effective action even under structural constraints. During the fiscal crisis of the 1970s, New York City imposed deep budget cuts on the three library systems: the New York Public Library, the Brooklyn Public Library, and the Queens Borough Public Library. As the city cut budgets, the public demanded that libraries be kept open, and elected officials struggled to do both. The Queens Library’s staff was reduced from over 1,100 to barely 700, with branches open only two or three days a week, with one staff serving both. New buildings remained vacant because the library lacked funds to operate them. When the library proposed closing some branches, …

Institutional Theory And The History Of District-Level School Reform: A Reintroduction, Judith R. Kafka

In this chapter I make my case for the utility of institutionalism for historians of education, first by explaining institutional theory and how it has been applied to, and shaped by, the study of schooling, and then by applying new theoretical developments to district-level historical research using examples drawn from earlier chapters in this volume. Ultimately, institutional theory may help us to interrogate Tyack and Cuban’s notion of institutional change in schools, by elaborating on their construction of the change process through specific, embedded, settings, and by rethinking how we determine what “counts” as change in schools and districts.

The federal government lags behind in progressive civil rights policies in regard to universal workplace antidiscrimination laws for lesbian, gay, bisexual, and transgender (LGBT) Americans. The slow progress matters to inclusionary workplace practices and the theory and practice of public administration generally, as recognition of LGBT rights and protection are constitutive of representative bureaucracy and promoting social equity. This study examines the turnover intention rates of self-identified LGBT employees in the U.S. federal government. Sex and gender categories have become more fluid in recent years. With evolving understandings of sexual orientation and gender identity, public administrators are confronted with questions of how to craft policy and make decisions based on new conceptions of sex and gender for transgender employees. Policy and practice is especially challenging in the workplace where sex and gender encompass both personal and professional dimensions.
